I, Lance the Dragon-type master, accept your challenge!
In Generation IV, Lance is a former member of the Elite Four and the Pokemon League Champion. He uses the sheer power of his Pokemon to overwhelm opponents in battle with moves such as Outrage. The player encounters Lance several times, first at the Lake of Rage and then in the Team Rocket hideout.
