"Bonjour, honey!" Kamijo is the vocalist in the japanese visual kei metal band known as Versailles Philharmonic Quintet (Versailles for short). You might also know him from bands like Lareine and New Sodmy. He is as beautiful as his voice.

Looks like a decent enough cosplay... You might have been better off using gloves that layer over the jacket, like ms. clause gloves, to better show the shape of the gloves in this.
The white ruffles aren't shown in the ref pic.
