Poke'mon Professor in Gold and Silver Versions. You first meet him in Johto, New Bark Town when you start the game.
I tried to follow the ref. pic. as shown, so I added the blue book, and I made his mouth slightly open as well.

His hair is brown, not orange. But, this is pretty accurate. Nice job. ^^ He's my favorite professor.
