Ciel is a boy.
The skull mood is because Ciel is mostly a grumpy boy. The original stockings/leggings are black and white, not blue and white. I know it isn't a dress, but the dress looked better than the shirt and no matching shorts. The Avi I made IS wearing an apron too. And the shoes are very similar to the ones he uses in the OVA.

- The stockins in the pic are blue and blakc, like you said in the description, they don't have PERFECT shorts, but I think there are some substitutes. AND! What she is wearing in the ref ISN'T a dress at all, she is wearing shorts, and a plain blue shirt, with an apron. NOT a dress. No apron, just a dress, no shirt, no shorts, not the right leggings.. And it looks like your cosplay got her face burnt up. Where'd the Purky bunny come from? The skull mood bubble? Wrong shoes also. 1/5.
