The main character, Sakura Kinomoto from the series Cardcaptor Sakura by CLAMP. This is an original design (for the most part) but is based on most of what she wears, not the reference image.
I know that my avatar doesn't have green eyes or a staff. Sorry. D;

- Uhm, in the picture she has lighter hair but, in the anime she has darker hair doesn't she? By the way, don't you need green eyes? Eh-other than that 5/5...
