You know, even though Ehyeh Asher Ehyeh's powers are so blatantly stronger than those of the cast of Naruto, I'm still going to go with the latter. Why?
Mortal and immortal. The cast of Naruto? Fictional (though the same could be said for this Ehyeh guy, depending on how many feathers you want to ruffle). Naruto characters. They're not mortal or immortal. He has no power over them, therefore, they have the upper hand.
