In the fourth book it specifically states that Jacob Black and the other 'werewolves' aren't werewolves at all- they are merely shape-shifters* that can transform into wolves. It says so when the Cullen family is confronted by the Volturi in the field, along with the 'werewolves' and Renesmee.

Sorry but all the stupid discussion about 'hot werewolves' and 'sexy werewolves' drives me nuts.
So we got that straight, right? He's NOT a werewolf.
So to all the little Jacob-clones out there who have the illusion that they're werewolves- if you're gonna try and be like him, get it straight what he is.

*'shape-shifters' might not be the actual term used in the book, but they definetly said that Jacob Black and the rest of the pack were not werewolves.
