First of all, I can see you're trying really hard, and are meeting with some success.
From what I see in Torque, you're jut beginning to get into figure-drawing. I'm certain you have no problem sketching out the pose, but its when you try to 'hang' the flesh onto them that you start to run into trouble. I suggest that instead of 'studying anatomy' you reeaallly take a look at how your body works. A veyr useful phrase I've come across (I can't remember who said it) is that it's the muscles that slide under our skin that define how something looks. So why not check out posemanics.com and familiarise yourself with some of the major muscle groups. (Trust me, once you get started, you'll begin hating the fact that you have to draw clothes on them XD)
Also, your chibis aren't very cute (sorry. I had to say that. Its true). I suggest finding your own style that demonstrates what YOU think is cute, not what all the sparkly manga books tell you are cute.

Trust me when I say you don't come to PP to feel better about our art. It's where you let everyone tear away whats wrong with it, and then shamble through the scraps of whats left.
THAT'S the bit you want to concentrate on.
And I agree with white plains. Unless they're artists themselves, family and friends are never good for critique. My mother will still say the same things about my pictures now as the stuff she said when I first picked up a crayon in my chubby little fist and banged it on my scrap-book.
So if you can't find people to critique you, be your own worst critic
And don't ask for compliments. We'll give 'em to you when we're good and ready. In the meantime, we'll just give you encouragement.
P.S. you really need to work on your colour-pencilling skillz. Don't just lay down one colour. Layer, layer, layer. Have your reds contain a hint of blue. Don't think that just because you've pressed down hard, its darker. Learn more about colour.
And get outta anime while you can. It's extraordinarily difficult to get out of when you finally make that leap to your own style. I was looking at your picture 'Taco' and liking it until I got to that stupid over-used anime expression on his face. That's not how people smile.
....But then, thats just personal tastes. Try other things. You may end up surprising yourself.

P.S. I enjoy your confidence. Back in my day I'd NEVER have attempted something as ambitious as Torque at my first go.
