There are mascots for each voice. People use these mascots to make MVs with the songs created using vocaloid.

No. It's actually really expensive. I believe there is only two languages available; Japanese and English. There is also another program called UTAU which is a free voice synthesizer. I pretty sure it's Japanese, though.

Vocaloid is a voice synthesizer. There are different vocaloids which represent different voices. There is also a mascot for each voice. You can use vocaloid to make songs and stuff by using the voice. You can google vocaloid for more info o-o.
