Well Darker than Black is kinda like Witch hunter robin meets Ergo proxy in the sense that theres people with strange powers in a city almost completely cut off from the rest of the world due to appocolyptic events
Without reveiling much the story follows mainly the charecter Hei who is on a search to find his sister (they both have the strange powers) but the people with powers have no emotions and cant dream except the strange few who do...
anyways so it follows him and his story around trying to find his sister and also follows the back story of why the police and gov't built the wall and track down to exicute the people with powers trying to keep the city safe and such
Thats basically it you'd have to watch it to get a feel for it xD if your interested heres a link to the site I use to watch anime =]
