I mainly did it with layer styles. I desaturated my drawing first so it would look more like pencil
then I had a picture of a cloudy full moon and put it on top I played around with the layer styles a bit till I liked the effect
(I had to cut out the moon so it would stay bright)
the detail on the right is from a feather texture that I blended in
