To begin to tackle the complexities of this problem and why it became so controversial to the United States Government, first you must understand how espionage works.

The essence of successful espionage, is to keep people off track, Never allowing the enemy get close to the trail. But possibly not even allowing them to get on it.

The problem with this is that, the techniques used by the Untied States Government often are aimed at obstructing the flow of information with misinformation. This is typically how Intelligence services counter intelligence gatherings. Misinformation is used to avoid data being analysed efficiently.

Data gets collected, from an operational environment
Which is then processed into information
And finally transformed into intelligence by analysis.

To put it simply, data is a raw material
And intelligence is a product.

It discusses some threats that could potentially be pointing towards the possibility
of not having the United States be responsible for these attacks, however minute those chances may be because of the length of time these attacks have being happening as well as the alarming rate at which people have been targeted within the united states.

One of the possibilities why united states might be unwilling to cover these cases is because they are trying to defend their spying capabilities or because the US government is unable to protect its people.

Some of the measures taken by the United States Military point towards this being a foreign threat. By having anyone who has access to classified information drive a generic car with a generic color that does not stand out in public.
