GBB helps VIWMA to issue RFQ.

Gershman, Brickner & Bratton Inc. (GBB), Fairfax, Virginia, has announced the release of a Request for Qualifications (RFQ) by the Virgin Islands Waste Management Authority (VIWMA) soliciting qualifications packages from developers that have demonstrated experience with waste management technologies for an integrated waste management project (IWMP) using the waste streams currently available and regulated by the VIWMA. The RFQ is available from Sandra David, VIWMA director of procurement and property, at 340-715-9170 or at sdavid@viwma.org. The deadline to submit responses is Sept. 15, 2015.

"The VIWMA will reach their overall landfill capacity limit in the next several years, says Bob Brickner, GBB executive vice president and GBB project manager for this assignment. This RFQ process is an important step for the VIWMA to transition from a landfill-dependent system to one that is integrated. This gives them great potential to reduce the costs of waste management and disposal on the U.S. Virgin Islands, and to increase sustainable waste handling activities.

The VIWMA has operated the Anguilla Landfill on St. Croix, the Bovoni Landfill on St. Thomas and the Susannaberg Transfer Station on St. John for 11 years. It is currently in the process of closing the St. Croix and St. Thomas landfills, with the final closures scheduled for 2016 and 2019, respectively.

James A. Grum, VIWMA chief engineer, says, "GBB has a unique combination of procurement expertise, island nation experience and familiarity with the USVI (United States Virgin Islands) from past assignments. The RFQ was developed with their consulting guidance, and GBB will also act as technical/procurement advisor for the evaluation and shortlisting of potential developers, and the subsequent Request for Proposals (RFP) process."

The purpose of the RFQ is to develop a short list of qualified developers that can later participate in a RFP process to finance, plan, design, permit, construct, own, operate and maintain the most cost-effective waste management facility, which may include production of energy, fuel, recycled materials and/or other products. The developer may be a single firm or a project team of experienced firms representing an "integrator" (team leader), engineering / procurement / construction contractor, financial partner and technology partner, as applicable. At this time, the ensuing service contract is anticipated to include a 20-year operating term.
