Men have no pleasure, but a great deal of grief where there is no power. Hereby men live without a common power. They are in which is called a war-such a war as is of every man against every man. Therefore, it is consequent every man is enemy to every man. Men live without other strength and invention. In such condition there is no place for travel, because of uncertain navigation, limited knowledge, and no account of time.
