Seika had been called to the forefront of the incident evolving in the middle of the Slums alongside the other people of the village. The situation, based on the description, was nothing short of dire. Civilians gathering a mass of village decimating scrolls alongside other weapons and other things, hellbent on protesting the APD on account of the recent cases of members smuggling children with highly desirable bloodlines in for harvesting. The guidelines for interacting with the crowd was understandable yet puzzling. How were they just going to prevent any village damage with a weapon or chakra? She wasn't keen on just taking hits for nothing. She arrived a little after Takao would be talking with the crowd, her sword case empty. Thankfully, she wouldn't need a physical weapon in an emergency situation if all else failed. "This doesn't appear to be just some little protest." Seika said, walking beside Takao. "This is turning into a full blown riot. But how are we supposed to do anything without any kind of technique?"

Wasting no time in following his Kage's orders, Sugichi came barreling out of an alleyway and slid to a stop in the street before turning and continuing toward the growing shouts ahead. As he approached the crowd, he slowed himself steadily and took up a position just to the side of a few other people he assumed to be village shinobi as well. The one was already addressing the crowd and seemed much more experienced in dealing with people than Sugichi, so he opted to quietly standby. Taking care not to incite aggression or appear hostile, Sugichi kept a neutral expression on his face, and kept his shield low but still strapped to his arm. Now that he was close enough to hear clearly, the boy finally gathered that the mob was gathered against the APD. These people weren't like the frustrated mass he'd just dealt with; they were angry, and acting out, and demanding action now.

Kagerou appeared, not mingled within the civilians as he would have done ordinarily, but gathering with the shinobi who had collected themselves together. He worried for them, the shinobi told to give their lives for Arashi's public image. No matter how necessary this order may have been, he could not help but worry.
With neither weapons nor combat attire, he joined the other shinobi. For once, the doctor garbed in civilian clothes answered a question unprompted. Speaking to Seika, though his eyes scanned the balconies instead of looking at her, the doctor advised, "If we cannot use techniques, then it's back to the basics of dodging and blocking for us. Those confident in their physical resilience should get ready to defend those who are not, and everyone should remain light on their feet. We don't know if even using a technique just to defend ourselves might be considered an attack by a crowd this agitated, and it is clear from the Arashikage-sama's summons that she fears the worst could be possible with this riot." To the elegant lady in purple, the young man's crimson eyes turned to her for a little bit, just long enough to give her a reassuring smile in spite of everything dreary that had just been said. Then, it was back to scanning balconies, crowds, anywhere that a dirty shot could possibly be taken from while all eyes were on the riot. All the while, turning the problem of the crowd over and over in his head. Largely for naught because until the crowd answered Takao, Kagerou did not know what to make of the situation, but it eased his mind a little when he could at least do something.
Akoto... Kagerou hoped Akoto had not been called to this mission. He could only hope.
There wasn't much of a rush on the part of the young kemono shinzo boy. He felt out of place enough already, he had to abandon someone else who was in need in order to do this. Despite his clear lack of rushing, he did want this to be over with as soon as possible. He felt really bad about having to leave the man he was talking to with something in his place of living still. Maybe he could just sneak away and deal with that? Probably not...but honestly he didn't know what he was suppose to do in this situation. When he finally got to where everything was going down, he looked a bit off. It would be hard to tell, but he simply stood there. Which was probably normal, others who had arrived had begun dealing with it in the first place. Maybe they would be able to manage this thing before LB had to do anything and he was just waiting.
Kohaku heard the ruckus before he saw it. Crowds of angry civilians flooded the streets of the Black Cloud District, a place he once called his home. He knew they had every right to feel the way they did, and he shared that with them. Had this happened a few years ago before he had taken up the life of a shinobi, he likely would have been there with them. It was especially scary to think he could have become a trafficking victim himself, given his own bloodline. Joining the small, but growing pool of shinobi, he couldn’t help but feel his own frustrations build along with the rioters.
“They got every right to be pissed. I am too, and I know I ain’t the only one outta us that feels the same,” Kohaku said, glancing between his fellow nin before staring back to the crowd, “it’s like the Big Lady said, we’re all Arashigakurans, and the APD is a thorn in each one of our asses as much as it is theirs.”
Upon receiving her orders Eirene would also move out to help respond to the demonstration that could easily expand into a full vote riot. Her both small and big heart sank and tightened as the situation made her especially nervous, the last time she’d seen a group argue em mass with a figure of power, said figure had killed them all and that was furthest from what she wanted. Another big thing to her was the stress and pressure of such an event on every participant, so a detour she did make with several clones sent off to pass on her thoughts to some contacts the little shark had. Collecting a few choice items on the way to help her communicate with the crowd if she wasn’t allowed to use chakra, something she didn’t begrudge as this meant that at least those pushed to the edge wouldn’t be hurt in theory anyway.
From behind the other arriving shinobi Eirene would waddle up and around them, a megaphone cradled under one arm and with pep in her step. Now besides the shouting Eirene would be able to look at the mob in question, seeing many of her fellow Arashigakurans of all shapes and sizes unites together in mutual disdain to the APD and their treatment on a whole. The big concern here was the scrolls that some of the people had gripped, that could mean nothing good and spoke volumes of how volatile this all was and she could understood why they were order not to be raising hands against the citizenry…. not that she would have intended to either way. Blue eyes shifting from the civilians to the shinobi who were standing around with an air of concern, anticipation and uncertainty about them as how to proceed, some were steeling their resolve and other even expressing understanding to why this was taking place. The one person she saw attempting to talk down the protestors if that was what you could call Takao’s blunt approach, was doing a thoroughly poor job of coming off as charismatic and so Eirene chose to walk up beside him.
On her approach the small shark girl pulled the megaphone put from under her arm and into a hand, using the other to fiddle with its settings as it unleashed a pitched whine directly behind Takao’s flank. The sound itself should have been enough to get his attention, if not Eirene would tug on his sleeve until he took the second to acknowledge her blue eyed stare, then addressing him while covering the microphone of the device in hand. ”Heyyyy buddy, I’m thinking mmmmaybe I could try talking if you’re just going respond to them like an officer.” Said said to him in reference to his last comment of “what are your demands” which she saw as ignoring any attempted emotional or personal connection, even making him seem openly aggrieved if anything.
After expressing her thoughts to him she turned toward the approaching crowd and rose the megaphone with mouth open, the next words from her mouth sent blaring loudly and clearly towards the crowd. ”Ahh, hello there my fellow Arashigakurans, some of you might know me, i’m Eirene!!! i want you all to know that it is understood that your issue are very important to not just you but to Everyone here!” She paused for a second and signalled with her hands widely toward the crowd itself and the arriving shinobi to emphasize she meant literally everyone there, the brought the room back to her mouth. ”So can we please talk over what’s brought you all to this point, we aren’t here to force you to leave like you might think, we are here to work this all out. Is there anyone that can talk to us about the problems you want seen to and so we can all feel more calm?” With that she lowered the megaphone and looked back to Takao with a sheepish smile as she wiped some nervous sweat from her forehead, looking a little apologetic. ”I hope you are able help me out with this, I’m just a genin so I’ll say what you tell me too but without sounding like a cop so I’m not stepping out my shoes…. I’d also like to count on your help protecting me from any bad harm if things start flying if that’s ok. You see as a shark….. if I get hurt too much, I’ll sort of eat someone, it’s in my nature y’know, m’Kay!!!Thanks so much!!!” She grinned at him like an idiot with her razor sharp teeth after saying the last part without missing a beat or changing her friendly tones or inflections, basically a totally straight face in Eirene’s case…. but she was totally serious, the shark turning back to observing the crowd, bobbing nervously on her feet.

Glass Boy worked along side Takao the entire day trying to find those civilians to really get nothing out of it. They were gone it seemed. The entire day exhausted the young boy. He wasn't used to doing so much for an entire day. Though he supposed this was the life of the hero, never getting enough sleep and always being there for those that needed you. By nightfall, he felt much of the pep in his step had drained from him. Regardless he pressed on and continued to follow Takao until they were stopped by the sudden blob of ink. "A riot?" It seemed the shinobi's already difficult position was about to make itself infinitely more difficult. Nothing Glass Boy and Speed Man couldn't handle of course!
Glass Boy followed right behind Takao, all the way up to the front of the riot where the madness seemed to begin. "We have to stop them from hurting someone or themselves." Glass Boy said mostly to himself as Takao continued to talk. Other shinobi seemed to begin arriving not long after Takao and Glass Boy had recieved the message. It almost seemed like overkill for a crowd of civilians. 'What are your demands?' The boy wonder questioned himself after Takao had said it. There lied the issue with what Takao was saying. He was trying to take a beaucratic approach to a people hurt by that very same beaucracy. It was impossible. The riot was much more than wanting something from them. This was a group of people hurt and showing that hurt to the world. Glass Boy couldn't blame him. Afterall, he was one of those trafficked and fortunately saved by Arashigakure. Glass Boy was angry right along with them and he understood their pain.
Kohaku said what Glass Boy was thinking and even got Glass Boy to nod. Then a shark looking girl decided the best way to deal with the riot was to talk to them via megaphone. The boy's ears rung as the magnified voice rang in his ears. It was just more beaucracy. Was that all these people knew? Did none of them know how to be super heroes in a time where people needed them? These people needed to know that they weren't going to be failed again by a system that already had let them down too many times. "Speed Man, you're never going to reach them that way. You sound like the same people that hurt them... They don't want anything. They just wanna be heard and to know that someone is there for them. That someone is working to stop those people from hurting anymore kids." Glass Boy paused for dramatic effect. "Be the hero you've always wanted to be." He'd say as he slowly raised his arms so his fists were on his hips, striking his super hero post.

Having received the Arashikage's announcement shortly after his business in the Drop District, Ni-jū Nana made his way, albeit it slowly, to the slums. He noted the urgency in the message, and though he wasn't much of an offensive fighter to begin with, he wasn't too keen on what it sounded like he was being dropped into. A free for all, by the sound of it.
This wasn't an order to be ignored, though Nana wasn't the sort to blatantly disobey, anyway; he was used to such ultimatums. His compliance was required and he would deliver.
Approaching the group of shinobi gathered together, Nana stood by them, staring into the mob with an expressionless face. The presence of the crowd made him more nervous than the situation itself; he felt a strong need to slink away out of sight, but he would need to tough it out until this was finished.
Filling with anxiety, his heart began to race and he drew in a deep breath. His eyes closed as he attempted to soothe himself, but any small shred of calm he had scraped together was lost upon the crackling shriek of feedback. He flinched, dramatically so, as the small blue shinobi next to him began speaking into a megaphone. Nana's eye twitched as he attempted to collect himself.
The crowd only grew. To Takao's question, someone indeterminate screamed out from the crowd, "kill those worthless cops!" Cheering erupted. As Seika stood beside Takao, a flash of red was evident in the crowd, a scroll being opened: a sharp drill of water shot straight from the scroll and at the duo. As the water drill came right for the duo, many more civilians were excited and began opening scrolls at the shinobi. Ninjutsu flew from the crowd and at the shinobi of varying strengths and types, pouring water and oil all over the ground between the two groups as well as on the shinobi should they not evade it.
While some civilians had seemed interested in what Eirene had to say, the way so many had gotten fired-up by their righteous call to action. Some younger girl in the crowd had tried to move closer to the front towards her, but she was pulled back by her father who had his teeth bared at the shark kunoichi. "Talk is cheap! Arashigakure only answers to action! Look at how these shinobi are culled by our collective! Rah!" The crowd cheered in response to his words, readying more scrolls on their end.
It seemed silence on behalf of the shinobi would not serve as effective diplomacy for the angry and energetic crowd.
In addition to the crowd not being moved by Takao's question, one middle-aged civilian opened a scroll that had sealed a body flicker technique, so he was suddenly fifty feet above the shinobi and falling fast, screaming in terror as he descended.

▰ Wind Dragon Technique [ Furyuu no Jutsu ] | Rank C @ Nana This technique creates a dragon formed from wind that can launch concussive blasts of wind. The dragon resembles a traditional Chinese dragon in shape but is made entirely out of wind. Once formed the creature is capable of flight and any physical attacks the creature makes are treated a wind element ninjutsu equal to the rank of the dragon. Lasts for three posts.

▰ Toad Oil Projectile [ Gamayudan ] | Rank C @ Eirene The user consumes oil that is listed in a bottle or other container within their profile unless oil is present within the topic. The user spits this oil on a thirty-foot area upon the earth, creating a slick and flammable oil that carries two effects. Its slick property allows those who are using speed stat enhancements to fall about uncontrollably when moving in a linear direction without the user of the Surface Walking Technique used at C Rank. The flammable properties of this technique allow Katon techniques for the next three posts that make contact with this oil to be doubled in the size of their flames.

The user's hair is able to restrict an opponent's limb or even full body if enough hair is supplied. ▰ Body Flicker Technique [ Shunshin no Jutsu ] | Rank D @ NO ONE; Civilian is soaring fifty feet in the air above the shinobi The user moves, using chakra to accelerate their movements rapidly. The user vanishes in the blink of an eye, often leaving behind leaves, sand or some other debris behind them that is kicked up from their action. This allows the user to travel instantly up to fifty feet within combat but cannot be used in conjunction with an attack during this action. In combat, this technique is able to be maximally used three times. Alternatively, this can be used to freely escape combat into another topic to another within the subforum. Outside of combat, the user may move the same distance as if escaping combat with this technique.

I want to clarify something. This mission is intentionally more narrative & dialogue heavy than combat heavy on your end. But more than emphasizing the 'right' path, I want you to focus on performing as your character really would. While treason is undoubtedly possible, it's not a black-and-white punishment; using chakra is a different act of rebellion than using force on a civilian. I'm not instructing or suggesting any type of action beyond emphasizing some of the instructions of the original call to action as well as clarifying a few things!
Finally -- this may be more relevant in later post cycles, but you're entitled to collaborate, protect your peers, etc. s**t, you could even walk away from the riot. There is no strict post order after I GM a post. As such, feel free to strategize ooc if you wish, so long as you post before I post again on the 18th at night! I can post sooner than that if everyone here gets their posts in.

Seika's eyes went to the crowd again after Kagerou would answer her question. It wasn't that she doubted her own abilities but what the crowd had in their arsenal. The masses were growing more restless and someone would begin the assault with a cry for them to kill whoever was nearby. In an instant, a barrage of jutsu would be sent out towards all parties. Seika looked up to see a water drill heading right towards her and Takao at a blinding speed. Thinking fast, she grabbed a hold of his shoulders and shoved him aside, out of the way of the technique. Her eyes lingered on his own for a moment before something made impact with her chest. Seika was forced back some, but couldn't feel anything just yet, a Seiryu style trick learned from years of intensive breathing training. The samurai looked down to see the water fang embedded in her body. Blood dripped from the wound as she felt her legs quiver. Even if the pain wasn't there, her body had still taken the time to register that it was damaged. But her eyes shot to the skies, where one of the civilians had be thrown into the air and was soaring downwards at an alarming rate. He must have been one of many whom had tried to unleash a technique without realizing what each one held.
"I know that Miyuki said not to use any jutsu, but just this once..." Seika's eyes focused on the old man currently descending into the crowd from above, plotting out the best course to intercept his descent. Eyes moved rapidly across the environment until the girl had one made. Despite her legs shaking and the pool of blood beginning to form around her open wound, she took off running towards the crowd before leaping up into the air. She land on top of some people's heads, only feeling a fraction of her weight as she pushed herself to travel quickly, before bounding towards the building to the east. Another jump landed her onto the catwalk but just barely, the effects of her wound starting to become noticeable. Still, the Seiryu pushed on to take a few steps backwards and then take a running start off of the building and soaring into the air above. Seika opened both arms to catch the old man falling. After the force disrupted her concentration, she swung around to land on both feet near one of the emptier parts of the mob where she wouldn't land on somebody. "Ah-Are....you-" she stumbled, grunting in pain while leaning on a wall, her hand over the penetrating gap in her body. She saved the life of another, but was now deep inside of the mass of civilians hellbent on destroying them. Not exactly one of her better lapses of judgement.
Seika finished her moment of rest before trying to get away back with her comrades. "Cant stay. Gotta keep moving..."

Takao knew almost all of the shinobi around him despite never meeting most of them because of how frequently he was at both the academy and the Spire outside of working with Glass Boy. However, he had had a hard time placing the name of the kunoichi beside him. Of course, when the water drill came to them, he was tongue-tied and frozen; he was rendered immobile due to loyalty to the village which dictated he did not utilize any chakra; by having one arm tied behind his back, he was utterly stuck in place as she pushed him out of the way and took the drill to the leg. Takao felt like he was falling slow motion, turning to look at her as the impact forced a brief, lightning-fast blood splatter to land on his cheek. "SEIKA!" He shouted in disbelief, but she wasn't done - looking up, she saw the descending man that he, too, saw. Then she was into motion again, and Takao was still on the ground like a stupid idiot who froze when he needed to act.
He jumped to his feet as he followed her movement over the crowd the best he could, though she caught the man was then landed within their numbers. "Bring her back up here," he said to the front of the crowd, and despite Glass Boy's emotional intelligence about the matter, he couldn't be afraid to sound like the APD. They had to see that this was different, that these were shinobi so barely different from the crowd themselves. "She caught one of yours -" he cringed at the slip-up, at the confirmation of an us versus them narrative, but pushed forward nevertheless. "I mean, you guys have the Storm's attention, yeah? Tell us what you want. We can pass the message along. But there's no need for bloodshed. I want to look at her wounds, and I can look at his if there are any. Many of us can. A lot of us have extensive training in helping."Be the hero you've always wanted to be. How was he supposed to be strong when he was stuck between a rock and a hard place - unable to even flicker to Seika and secure her without disobeying a direct order but unable to approach them diplomatically when, by their own admission, talk was cheap.
The small lizard boy was frozen in place. The loud screams of people in a crowd. Angry people, a sound he was quite familiar with. Angry crowds at the freakshow he had been born into were common, and so was the response from their supposed ring leader. The voices of the crowd itself, the voices of those on his side didn't reach the young boy's ears anymore. To any who might have looked at him they would see the boy's empty eyes, empty eyes and a distressed, pained, and horrified expression across his face all at once. Instead the words that rang through his head were the words of the Arashikage. 'you will take the hit. If it is a killing blow..' The voice of the kage suddenly changed in his head, mixing with a masculine and much more malicious sounding voice at the end. The words of the kage ended but the malicious voice's words continued her sentence as what one might have expected to. "..you will die." And it kept repeating in the young boy's head. Over and over again. His vision blurred, as tears began to roll from his eyes. He no longer saw anything else either, the sounds in his head was no longer the repeating lines of the kage's voice and the malicious voice. Instead random shouts, cries of the pain. The images of others like him, different people, abnormal people being struck. Bleeding on the floor, bruised forms. The sight of fists and shadows. It felt like everything was happening all over again. He thought he would be free from something like this. He thought he was saved from this. The pains of being unallowed to do things for yourself. Did he just go from one hell hole to another? Was the Arashikage no different from the so called ring leader from the 'freak show' he had been a part of before? Before he could continue his conscious thought though, he was forcibly snapped back to reality. The ball of wind colliding with his person, sending his flying backwards. Sent hurdling towards a wall where he would collide with it and quickly falling unconscious.
Takao's form of diplomacy, though direct and genuine, only riled the civilians up further, while Eirene's elicited a better response. Alas, the small girl, though she had the right idea, could not do enough alone, but it was enough for Kagerou to glean some understanding the sort of audience the shinobi were working with here. No weapons, no armor, and no chakra. True to the Arashikage's orders, Kagerou would use none of that. All this green haired medic would pull from his sleeves was a pair of chopsticks, hardly weapons, as he saw the scrolls being prepared to launch their first wave of attacks. He barely had time to react to it all with the handicaps given to him. Swiftly deflect the attack aimed at him with some well-learned Table Manners. By chance, the Wind Explosion that would have hit Sugichi passed by him, which he also stopped, disrupting the accumulation of air with the same chopstick trick. In the meantime, his body already was drifting to the side, towards Eirene, where he was able to slide over just in time to use the same set of chopsticks bat away the Toad Oil Projectile. It was inevitable, unfortunately for the hygienic Kagerou, that some of the inkly black liquid would end up on his sleeve, but he would ensure that none of it would stain the young, sharp-toothed girl. In all instances, the counter-attack was held back, and at some point in those series of maneuvers, Kagerou heard the sound of at least one attack connecting behind her, a small body slamming into a heavy wall. She blinked, suppressing the pain and concern for whoever had been hit so that she would not be distracted.
Then the old man he had seen body flickering. He was sure a flash of purple had streaked across his peripheral vision, so that must have been the girl he had spoken to just now, the one he had also seen red flow from the chest of. Was that name just shouted, the name "Seika," her name? She was in no physical condition to go forwards, but Kagerou couldn't stop it. He had every intention of bringing her back until he heard Takao attempt to reason with the crowd. Clumsily, but he was doing his best. Kagerou glanced at the crowd, then at Takao. Then, lastly, at the little girl he had just protected. If Takao wanted to continue negotiations, then Kagerou would respect that, but at the first signs that they would fail when one of their own was in the crowd, he had every intention of breaking the Arashikage's direct orders. At least, on the no chakra part. It would be a shame for anyone else here to earn the ire of their beloved home's leader.
Kagerou smiled down at Eirene. Though, when it came to Kagerou, smiling wasn't a particularly uncommon sight. In fact, ever since he arrived he had never stopped smiling, even when attacks were launched and he caught sight of those around him get hurt. Hoping that his standing up wouldn't intimidate the smaller girl--given the circumstances, he couldn't risk lowering himself to her level--he asked for her help, "I will ensure you may speak without fear. Please continue and help Takao... No, help us all connect with each other. I don't want to see any more hurt. Once we all calm down, I am sure we will all feel the same. In the end, we all want the same thing, to protect our homes, our families, and the ones we love." The words were directed to Eirene, requesting her to continue speaking as she had earlier, honestly and without fear. However, they were also meant for everyone to hear, on both sides. For perhaps the more sympathetic of the mob to realize that the shinobi were here to talk, not fight, and for the uncertain shinobi in the back to have the courage to come forwards and join the conversation.

As more shinobi arrive to the district, Sugichi kept an eye out for allies he knew, but LB was the only one so far he'd met before. The two had just left another assignment to come help here, which gave Sugichi a point to speak on. "Everyone, please, the APD is reaching out for assistance everywhere they can! There are many of us, shinobi and civilians alike, that are working to assist the-" Chaos broke loose in the crowd as ninjutsu began erupting from the mob. Sugichi watched as one shinobi was struck with and attack before launching off into the crowd. Concern for his teammate flashed though Sugichi as he turned to look for LB just as he was caught with some kind of attack which launched him into a wall. A sudden air current near the blonde's own head startled him and drew his attention back to the crowd. In his peripherals he spotted a green haired shinobi waving chopsticks around which seemed strange at first but other matters demanded his attention. This crowd had become violent, and people were getting hurt.
Sugichi made his way to LB quickly, and was relieved to find him breathing, just unconscious. Careful not to jostle him too much in case of serious injury, the boy moved him just enough to ensure he wouldn't have issues breathing while out cold. "Sit tight, we'll get a medic here..." The boy spoke to calm himself, knowing his teammate couldn't hear him anyway. Once LB was situated, Sugichi made his way back to the edge of the crowd and shouted into the madness. "This needs to stop! People are getting hurt; kids are getting hurt! The village is doing everything they can to bring peace back to the people, but it can't be done without you! My friends and I have spent the day hearing your struggles and documenting the APD's shortcomings, and we understand things are difficult. But pushing force on the APD will not change it! We need to work together, as citizens, as neighbors, as a village, to take care of each other. We can demand the APD do better without destroying ourselves in the process!"

For every inch gained it would seem a foot was lost as in the end the few that might be giving her words any consideration were outnumbered and drawn by the anger of the rest. Her megaphone swung about in her hand as she flailed her arms in shock and disapproval that this so quickly came to attempted blows. Takao was saved by Seika who in turn was smoked in the leg by a water technique before Eirene registered a torrent of darkened, flammable liquid came her own way with little time for her to do anything about it. Then a preventer of stains made themselves known in a flashy way that put Eirene’s own table manners to shame, whisking the oil away neatly with a pair of chopsticks and fine movements. Seika despite her newly acquired wound was the first to act in defence of the bad scroll for one particular citizen, heroically rush on top of and above the crowd and catching the older man before it was too late for the fellow.
Letting out a noise that was something between relief and frustration, the smell of blood bothering her but more so the escalation and fact an injured person was now within a crowd that might not like their presence. Even the young lizard boy was knocked out of the picture, struck head on and pummelled into a wall, It was not going well. ”T..thank you!” She would chime at Kagerou in appreciation of the given aid, beaming up at him with her own friendly smile as she went to continue through her megaphone to try and calm this down, though pausing though as to not talk over Takao’s approach at communication. Eirene gave him more points than before as he sounded a lot more personal in her opinion, if they could just break through with a dialogue then they could all see an end to the violence and work on moving forward. She did not see this as wishful thinking but knew it would need to happen soon or then it would become impossible, it was actually rather nerve racking to her and she wasn’t feeling entirely confident in herself as a result.
Then the taller Kagerou started speaking to her, offering his support and aide to her efforts, while also asking of her efforts in connecting them to the crowd, clearly sharing similar feelings to her own about all this. Each word was a supporting brick of reinforcement in her wall of resolve, the uncertainty that had been forming converting into confidence enough to push on and try. Furrowing her eyebrows the little shark offered determined face filled with appreciation. ”Got it! I’ll do my best to get everyone communicating, thanks so much for the words, I needed em!! Let make sure no one else gets hurt.” She expressed with a lack of tension in her tone, placing a hand to her mouth and clearing her throat almost dramatically, trying to get out any last nervous aftermath that might afflict her speech. A large flourishing motion to bring the megaphone back round to her mouth, eyes darting about to take in everything before she began broadcasting her voice.
”Ok everyone it’s a bit of a bad start and it’s understandable as to why, let’s all try and take a moment and calm down, there’s kids and elderly here who might find it difficult to handle to much excitement!!! Let’s all help anyone who wants to get out of the crowd or is hurt to get over to our medical professionals, they will be setting up over there just around the turn at the corner, to stay out of the way and be easily accessed to anyone! They will only be treating people and no one will be made to stay, they will ONLY offer support, you have my word!!” She would point over toward an around a hundred or more yards away, slightly segregated from the direct line of effect of the civilians attacks but still visible enough to offer assurance that nothing was being pulled. Her hands would point and signal at any medical shinobi or clear medical personal who were present, beckoning them over to the area to establish a relief centre which was already a plan of hers.
The shinobi could offer medical aide and the like, though she had promised water and likely implied more and this wasn’t an empty promise. A group of slightly flashily and fashionably dressed teens were arriving on scene, carting in with them a few crates of bottled water, large umbrellas to create shade and blankets to put on the ground and add some minimal improvements to potential comfort. This arrivals might better be known as small time local idols and performers, who sometimes got together to work as a group, named by its founder Eirene, Bubbles n Pep, here to offer limited aide as they began to set up in the now designated area. Eirene would then point at the crowd, specifically toward the general area Seika had landed, hopping up and down as if trying to see and drastically defeated by her height limitations…. still there didn’t stop her talking. ”My friends!!! A gentleman over there and a young lady both went through a rough time, he fell and she caught him, please help them both through and try to avoid causing either of them further risk please!!! Again anyone else feeling faint or overwhelmed, you can go over there for any aide or rest, I promise the people there will listen to you if you feel you haven’t been heard and no one will be forced to stay when they are feeling better!!” Her tone was soft despite its volume and she was clearly asking this of them, no hint of demanding in her tone but a sense of blanketed urgent concern, she knew from an event as controlled as a concert held many risks and this was a comparable gathering but without order or precautions.
So if they we like a rowdy crowd, Eirene would treat them like one. ”So now that a rest perimeter is established I need you all to focus on each other’s word, let’s pay attention to one another as without words and with violence, nothing can be fixed and only more can be broken and more people suffer and I for one don’t want our village broken or most of all it’s people suffering anymore, we’re all effected by what happens here!!“ Her exhale wasn’t unintentionally magnified as she was talking loud and not wanting to stop her roll, her tone a little demanding of attention but in a diplomatic way. ”The APD and some shinobi have made problems that are separating us in a time when we should be all unifying!!! The village is working hard to remove the rot from within it and we are all scared about what might happen to one another. Look at you all for example, humans, Kemono, Yokai of all shapes and sizes having worked together for a cause, look how far you’re combine efforts have come, in opposition of the APD and the shinobi who have wronged you…. But maybe in all this understandable anger and dangers appearing, we’ve all, all of us maybe forgotten something very important!!!” She pause for dramatic flare and to let the comment sink in, in hopes it provoked some thoughts, Eirene looking to Kagerou appreciatively and for some morale reminder he was right there and she could talk unimpeded.
She raised a finger to the Sky and made visible body language that here came what they had forgotten, something she saw as very important as did their kage. She started the next statement slowly and clear so that it wasn’t missed by anyone, taking a big inhale before projecting hard into the megaphone. ”Every single person here is an a citizen of arashikagure, we are all Arashigakurans here and together…. Together we can come to fix any problem and make our home, all our homes a safer and better place to live…. So please, our heart and ears are open, let’s work together to make everyone feel safe, we are here to hear you but please also try to hear us as well, something great has been started today, let’s make it a historic day that leads us into a new unity that the village hasn’t had before!!! Please, let’s not give in to fear… I don’t want the people in my home to drift further apart anymore, no of us do…” Her words trailed off with a pleading tone as the end, her voice already starting to become horse and her throat tightening and tears beginning to form in her eye’s as a result of her strong feelings on the matter.
