THE LIGHTENING ROUND!
With the Deaths of the villages gate guards and proprietors of the 'The Rumble Arena'{see Bounty Aftermath for details} as stated in their will and testament, they wanted an all-out rumble to determine who would receive the property rights to their arena. After some discussion with the Arashikage an organized event is to occur. Seeing as the rights to owning an arena seems rather less than grandiose talks with the Arshikage and his associate Trefles Coeur have lead to rather exciting turn of events. Under his words of "In the last five years I really haven't found a use for them personally bon." THE TWIN LIGHTENING BLADES KIBA is also up for grabs! With some additional aid from some rather popular sponsors, The Tournament will be broken up into two categories. Red Thunder, and White Lightning. Registration ends on August 12th! To register simply post your registration in The Rumble and what bracket you wish to compete in {you may only compete in ONE bracket}. The Details of the tournament is as follows.

THE HALF-DECADE OF PEACE FESTIVAL!
The Ten District is lightening up for a Festival of Festivities beyond the norm with the following events! Get those dice ready and raring because there's prizes and potential to be won! Ryo can be exchanged for Tokens at a 1:1 Ratio and Vise Versa! Ahem...but no getting TOO CRAZY. The most tokens one can bet at any one time is [10,000] however, 'play tokens' are separate from 'win tokens' you can't spend 'play tokens' on the shop but can trade them in for your ryo back. Earn 'win' tokens by well...winning!...and remember NO CHEATING! Any use of ninjutsu or techniques that would otherwise grant a strategic advantage are a big NO NO.
•Cue-tipping!
Two people, atop a thin board, armed with foam ended polearms! Place your bets! The winner will double their tokens! The loser...well. Try not to lose! At minimum requires two people. Each person takes turns rolling a 20 sided dice! Whoever is higher gets in their 'hit' when one or the other accumulate 3 hits the other falls into a vat of...jello?...pudding? mud? slime? rotten eggs? Who knows! It changes all the time!..Ah but whatever you do...don't roll a 1! As if you do that counts as a hit from your opponent!

One course, two people, all in. Place your bet and win double what you placed! Each player takes turns rolling a D20 First person to 40 wins ah...but don't roll a 1...or you'll have to start all over from the beginning in a most likely HILARIOUS Fall...into 'something' of course!

Place your bet and roll that dice 1-10 will net you a whole lotta nothing and a big sad face from how quickly money can come and go but 11-15 and you'll multiply it by 1.5x 16-19 for 2x and if you get a 20 hoo boy you're looking at a lovely 3x.

Place your bets. An all out brawl in the scantily clad! We aren't sexist here in arashi! A manly pit and a lady pit are both spectacles here. Results: Thanks to the efforts of an unknown musclebound hero whose name goes unknown but is know on the fourth plane as Karuto Raiken this rogue snapshot taking fiends organization has fallen as the man went into hiding. I suppose he didn't take into account that Arashi was going skybound and has likely been trapped here on our little rock being a wanted man and all being unable to leave. However, to say his lack of capture didn't come without consequence would be too kind. His leverage has forced two of Arashigakure's teaching Npc's to retire. Had this been five years ago one could their academy bonuses goodbye for a bit but in these five years thankfully these positions have been filled again. BUT WAIT. That's not all! Seeing as our voyeuristic villain hasn't been captured some rather unfortunate events are now starting to arise in Arashi! The SECOND COMING OF CHINCHIN DAIYURI IS MAKING WAVES! As the following Kunoichi have had their 'exposed' bodies snapshotted receiving them in the mail! Attached with tidy ransoms! When were they taken? Who knows! But it was certainly some time within the 5 years! A man who doesn't' mess with the 'Special Eyes' some kunoichi were spared especially those who've also yet to make significant names for themselves. What stands now is to either pay the mans ransom, or hopefully someone roots out this neer' do well once and for all before the next cycle. If neither is accomplished well consider yourselves and your birthday suits front page news! {Cycles are roughly 3 months} • Shion Moro: Your photo didn't come asking for a ransom. Instead, there just seems to be a comment snidely mocking how there wasn't much to sell. As a result, the most significant line was "I considered it, but you lucked out, The printer paper is worth more. You can have this back, it isn't worth printing." • Selina Rosewater: There's nothing more devastating to an idol's career. A ransom to reflect this and threatens to destroy everything the idol has built up to this point is most prominent. Current ransom is listed at a whopping 200,000 Ryo! •Uzumaki Nozomi: The line "This one was really too easy." stands out the most in the letter. The ransom, however, doesn't demand any money. Instead, it's making a demand no different to the demand that lead to the former teacher's retirement five years ago sacrificing their careers rather than indulging the sick twisted photographer. A truly disgusting demand for photographs of academy youths and most certainly nothing wholesome about it! •Unki Amano: Being an Empress! Now that's a fine title! Surely one that wouldn't want their 'class' exposed. The ransom not unlike the lovely idols a wild 200,000 Ryo! •Abuser of Beasts: Kato Inuzuka •Still At Large Thanks to the efforts of one Marc Solis the Abuser's pit fighting ring has fallen to shambles. Unable to escape Arashigakure he's been biding his time. Occasionally animals have been going feral and rampant within Arashigakure. Its uncertain whether these two things are connected. But if something isn't done who knows what could happen in the next cycle. •Poacher : Nade Hinafune •Eluded Arrest The poacher notoriously responsible for killing countless species to the point of extinction has eluded arrest. Having fulfilled his overall goals he has effectively caused the extinction of two species on the hunting list this cycle. •The Red Devil •Eluded Arrest The rampaging beast that was terrorizing the land of lightning has effectively gone missing after a year of rampage. What this means is anyone's guess. Rumors that the Red Devil was an Oni that was part of a truly monstrous heritage circulate. Additional rumors of it moving to the Land of Iron with its brethren also circulate. One thing is for certain what once was considered an A-rank threat is no doubt even stronger now. •The Kunoichi Killer •Terminated Thanks to the efforts of a group comprised of the Shinobi Kenshin, Ada, Freya, Hajime Arashigakures Kunoichi were spared from any further attacks from the mad killer that was found to be a madwoman confiscating their body parts to make better her own features. What could have been a loss of more of Arashigakure's important NPC's has been spared. •The Pale Lightening •Eluded Arrest Unfortunately, in the last five years the one known as the Pale Lightning has fulfilled his errant goal. His indiscriminate killing of Arashi shinobi concluding with finding the ones he was after. None other than the village's own Thundering Red and White Lightening. A long-forgotten falling out, heroic battle, but such the former gate guards fell to the one called Pale Lightning who was never seen again.
Special Mission Aftermath
•Dying Light •Completed
Thanks to the efforts of Kagerou Kiritani, Son Yuno Park, and Shion Moro the last of the UHV remnants stationed in the land of lightning have been dissolved. Due impart to their effort the Land of lightening was spared an infestation of a deadly cloud of what could have been hundreds of miles wide in poisonous nano insects. The land of Lightening and Arashigakure should feel indebted.

A kages promise fulfilled with the aid of one Shion Moro the absolute last remnant has finally been snuffed out. Placed in a detention facility for the last five years in isolation and left to stew for his murder of an innocent child and the attack on arashigakure done many years.
•Hair of The Dog •Completed
Thanks to the efforts of Kagerou and her associate Akoto what was once a suicidal patient on the brink of ending himself and everything else has ended on a positive note. Now in these five years the boy known as Akito Ken works in the Heaven District and has become quite a notable puppeteer +1 notable NPC.

The Arashikage's projects have reached frutition. As a result, the following armors have become a standard-issue among Nin who are registered as shinobi in Arashigakure. The armors themselves need not look like their original designs as they are custom made for each of their wearers. Depending on your title rank within the village you are free to claim [1] of these armors appropriate you your [Title Rank] or lower. Standard issue weaponry is soon to follow. Keep in mind that these armors will consume one of your Crafted Item slots of the appropriate Tier.

A loud echoing boom comes from the Arahikage's spire. Like a fog horn does it echo throughout Arashigakure. Since this day. Odd happenings have been occurring in Arashikagure. During this quarter's cycle those who are currently residing in Arashikagure may have come under the following strange influences affecting them or their loved ones. ChinChin Daiyuri has been sentenced to a good fifteen years in a cell. He's currently being interrogated on the day to day in regards to any contacts he may have had and individuals he's worked with. For now it seems he's rather bitter but has accepted the pill he's swallowed.
•Abuser of Beasts: Kato Inuzuka •Incarcerated
Kato Inuzuka's treatment in regard to his incarceration was brutal. However, it was decided that it was to some semblance understandable. The Arashikage has provided Shion Moro with a strike and warning but no further legal actions to her treatment of the surrendering villian will be taken. Kato Inuzuka is now in the core compounds rehabilitation and detainment facility for a life sentence. Crippled and confined to a wheelchair its doubtful he'll be going anywhere anytime soon.
