What are their powers/abilities?
Power Cancellation Field. Properties: It cancels out any deviant’s powers within 50 ft radius of himself, people within his zone subconsciously forget how to use their powers, is how and it negates others and not his own. It’s basically a zone of forgetfulness that only affects the brain’s memory of the power. It’s why telepaths can see it as a blind spot. It’s like if he made the brain to forget how to keep a heart going or the brain to make lungs work on their own. He himself isn’t aware of the science how the power works which is why it’s not described that way.
This power has a few limitations first being is that it cancels out powers of any deviant friend or foe, in short he has no control over whom it effects, nor does he have a way to turn it off. Second limitation is that it doesn’t stop effects of powers from outside of his field. Example if a telekinetic hurls an object with their mind from outside the field’s range into it, the field won’t stop the law of physics and the object will continue its trajectory. Another property of this power, is that it protects people within the field including himself from effects like telepathy, mind control etc. It also prevents people from teleporting in or out of the field. In other words it works like a protective “ward’. Third limitation is that his field is only active when he’s conscious, if rendered unconscious his entire field drops. His field is completely invisible to all, except of those whom has powers to see auras, they would immediately see what looks like a fog of sorts. Telepaths when outside of the field would see it more as a blind spot as if no minds existed where it is .
Memory Erasle: He has the ability to erase one’s memories but it takes a level of concentration, as well needs to have least one hand on the victim/patient’s head to do this. This ability is not form of telepathy as he does not see the memories nor learns of them from the person who he is erasing them from. As such one of the other limitations of this ability is that he can’t choose which memories he erases, and which he keeps. What he can do is choose the amount he erases. In other words he can erase as little as the last five minutes, of one’s life time, or he can erase as much their entire lifetime making them as new clean slate as a person. However the more memories he erases the longer the process, and as such the longer he needs to remain in physical contact as well the longer he needs to maintain focus and concentration.

Yes as mentioned before his power cancellation field only works when conscious.
What is their personality like?
He sees deviants, especially those of the dominion as a danger to society. His views on Providence is they’re uncontrolled vigilantes that think themselves above the law and needs to be dealt with accordingly as well. He himself is not malicious person who tries to be pragmatic, and looks at things from a logical point of view.
What is their backstory?
When his powers first manifested, he used them as a “healing”gift. He would erase memories of those who desired to have their memories erased. Ie those who suffered from things like PTSD from things like war, and or other traumatic events. He only discovered his cancellation power, when he began to treat other deviants, which was a rarer case. The government was the first people to hear of his talents, and recruited him finding his ability to cancel out other deviants powers invaluable to them, as it gave them a way level the playing field with other deviants. As such he’s been tasked with tracking down and apprehending rogue deviants. In his more recent role however the government wishes to use him to recruit more deviants to work for them. If successful in this venture he will likely end being the one whom keeps them in check, due to his power cancellation field.
