In an age that has long since been forgotten by time and man alike, there lived an ambitious group of artisans, miners, workers and thinkers. They grouped together and set out from their homelands, coming together to travel away from what they considered the squalor of the world below their mountains. On the word of a scout, the men and women found a range of mountains that looked equal parts perfect and daunting. When the group first arrived, it was simply a group of plateaus and mountains with naturally occurring lakes and rivers. There was space for agriculture, for building, and it's ability to be invaded was incredibly low because of only a singular entrance to the biome. However, these same things presented an incredible challenge. How could they tame this wild land in a way that didn't destroy it.

Weeks of disagreements on how to answer that question actually led to the best idea: each group, be they a clan, a union or otherwise, would simply build however they saw fit with ideas freely traded and borrowed from each other. They worried not for infringement of ideas because they were all in it to survive. Eventually all of those men and women who left for a new home had crafted engineering miracles that would never be topped across the shinobi world. What caused them to leave, history doesn't agree upon, but the mystery left behind a goldmine for a new capital city for the people of Kumogakure and Kirigakure.

Following the war against the UHV in Seizan, cultists within the village itself kidnapped the host of the nibi and released it, prompting the military of Kumogakure to respond by sealing it and wiping out the colonists. This put them in a prime position to look as though they were working with the enemy, through trickery from Shiro directing the Anbu to plant evidence to prove it. When the Daimyo caught wind of these actions, he declared them a rogue state. In the short conflict that followed, he was assassinated and Shiro took control of his empire as the new lightning Daimyo. Instead of simply resting on his laurels, Shiro and the Kumogakure military joined a joint force that warred with the UHV and claimed the small villages they held as his own vassal states. Eventually, Otogakure too was taken by him. Kirigakure, after turmoil within Kirigakure reached a fever pitch after their own UHV conflict and then their own Daimyo deposing the Mizukage Inka. Rather than fight a bloody conflict, Inka chose to save his people by willingly abdicating the seat of power and taking those who would follow him to the Lightning Country, where a deal was struck with Shiro. So long as Inka policed his ninja and the civilians who followed him, he would have a place in the new empire.

With many more mouths to feed and a large nation to run, scouts were sent to find suitable land for there to be a new capital city. Acting on information from the monkey contract, it was the twins Jay and Jeon who would eventually stumble upon Arashigakure. They reported back, and after investigations went into it there was a decision made that all the available shinobi from Kiri and Kumo would be sent to the new village, Arashigakure, under the leadership of Jay and Jeon Park acting as Arashikage. The trip was hard, and inhabiting the village proved a challenge with loyalists of the previous Daimyo organizing the barbarians in the countries outside of lightning to try and launch attacks there. Refusing to request aid from the Imperial City, Jay and Jeon made the rough choice to defend what they were building alone to prove themselves. The gutsy maneuver panned out, but not without strains and costs on the people of the village. Still, however, even with some resistance the village has finally begun to prosper and the stage is set for potential growth or insurrection.

~The Tosokurui Era~
Not long after some five or so odd years of peace darkness would befall the world again and Arashigakure would not be exempt. That darkness was none other than a rogue group known as Kogarashi. Remnants of scorned Uhv among other insurrectionists brought together under the flag of anarchy against village society an the one holding that banner one Kagami Hari. It was during these troubling time that what could be considered a war was on the horizon. Upon the utter and complete destruction of the village formerly known as Uziogakure Arashigakure took to the immediate defensive. The spearheads of Kogarashi Kagami, and her husband Sandayu their metaphorical spears at the ready. In order to strike first, the presiding twin kage would thusly execute an assault on the Kogarashi's main base of operations in Gimangakure...in this assault they entrusted their leadership in the hands of a resident master chef and for the most part least warmongering shinobi Tosokurui Ashikoki Hojo. While his contributions were far from what could be called 'significant' during his time in service the choice was made with the belief that Arashi needed someone with a strong enough persuasiveness in finding peace. A man who was convincing enough to persuade a tailed beast to cease its rampage and willfully seal itself. A man that would inevitably take a village and raise it into the clouds above becoming a true village hidden amidst the storms. That man would then become the enacting Arashikage for the following five years after the end of what would be known as the 'Kogarashi War'

~The Era of Innovation~
Under the leadership of Tosokurui Ashikoki Hojo Arashigakure would be moved into an era of artistic and inventive renaissance. His drastic project that led the village to leave the earth itself for the skies did not come without a cost, however, it resulted in what some would call. "The Great Betrayal" but to others simply "The Secession". Arashigakure under Tosokurui's leadership severed itself nationally from the Land of Lightning. It had claimed independence under the pretense that the village would be fully self-sustaining. The Land of Lightening would remain allies with the newly declared village made an independent nation through the joint signatures of the newly enacted Daimyo Shiro Chosokabe and the Arashikage himself. Many left Arashigakure because of this, seeing it as spitting on the nation that had allowed them to get as far as they have. Many ex-nationalists still exist that spur and spite the current Kage's name. Others stayed with the promise of a 'sanctuary'. Encouraging the creative and willing to take risks Arashigakure would enter a technological revolution.

~The A.Y.I.P~
The Arashigakuran Yoaki Integration Policy. That was the name of the policy that would cause Arashikagure's already large mixing pot to become even more mixed. A flock of tengu seeking refuge with their brethren sought a place for their kind to reside without facing persecution. The Arashikage leaving this to a democratic vote among his people would find the majority of them accepting of outsiders similarly to their leader. With the signing of that bill did several types of Yokai, creatures believed to be simply mythical monsters would begin to infrastructure themselves into Arashigakure. However, with this integration still fresh and there being several unknowns about the yokai themselves. It would hard to say that as of currently that tensions are...shakey between the citizens.

-----► Personal Rules
              • During events and arcs, unless otherwise specified, you will have a limit of three [3] days to post. If you do not post within 48 hours of the previous post, you will receive a PM from the kage. If you do post by three day mark you are liable to be skipped.
              • If you know you are not going to be able to post within the time frame [5 days outside of events, 3 during], post in the Hiatus thread, located in the main forum. Failure to do so will result in auto-hits with any attacks coming your direction, or getting skipped.
              • There will be regular activity checks. Failure to respond to the activity check will make you unable to post in the village.
              • You must turn in a mission to the mission board or the office secretary in order to receive AC or Ryo for completion.
              • We are following a system that divides Rank and Title. Just because you receive 2500 AC does not automatically make you a Chuunin. See the rules for Titles below for more details.
              • Remember that all actions can have both good and bad consequences.
              • Most importantly, have fun!

Genin: All ninja within Arashigakure begin their career as a genin rank ninja. This path offers the least amount of responsibility but also the least amount of freedoms.

XXXXXXXXXXXXXX• Genin cannot leave the village unless accompanied by their squad leader or someone of chunnin or higher. Exception for the worker class when on jobs. Genin may also leave the village with permission from the Arashikage or their squad leader.
XXXXXXXXXXXXXX• Disobedience to orders is not tolerated. Disobey and you will be punished in a way fitting the degree of insubordination.
XXXXXXXXXXXXXX• All missions above B-rank must be given to you by the Arashikage or your squad leader.
XXXXXXXXXXXXXX• Becoming a chuunin requires proving yourself capable of following orders, taking on minor leadership roles, and any further conditions presented by the Arashikage.

The Leadership Path: Those who desire greater responsibility both in and out of roleplay should seek the path of a leader. Starting with a promotion to chuunin and then advancing through the ranks will require certain IC and OOC requirements to be met. Know that while this path is harder it can be far more rewarding. In general, on top of IC leadership requirements, you will be tasked with more responsibilities in leading roleplay for others.

XXXXXXXXXXXXXX• The Advisors in Arashigakure function on a democratic consulate where if one's decisions infringe on the territory of another's that member is allowed to veto their decisions. During wartime, all members of the consulate must all be in agreement when making decisions. Arashigakure has six consulate positions with the Advising Affairs advisor to be considered 'head' of the council if the Arashikage is not present; Advising Affairs, for all voting decisions, is treated as having two votes. [Internal Affairs] - In charge of the village police force and private operations that run within the village. In charge of enforcing the legal statute and handling things like riots.
[Militant Affairs] - Unless done by the kage herself, this advisor is in charge of forces that leave the village of Arashigakure and venture out for either invasion purposes or making territorial claims.
[Foreign Affairs] - Handles diplomatic relations that do not involve violence and aims to form reliable allies. Granted charge of distributing missions that would benefit the villages world reputation and handling foreigners, immigrants, and travelers, not unlike an embassy.
[Economic Affairs] - Makes certain money is being spent appropriately has permissions in ensuring the economic growth of the village
[Special Affairs] - For all affairs that are not the above, this could be public relations in the workspace, handling democratic disputes within the consulate or in other facilities, ensure that the consulate isn't stepping one another's toes in decision making.

-----► Unique Title
Heads: A unique Title is given to those who have pursued their careers and have been elected as the head of their respective Departments. All those that work in said departments are in turn under obligation to follow the orders of the current presiding individual in said specific field as far as that field is concerned among the village. Essentially these titles are for the sake of flavor but give a good story incentive to attain them. Only those with a [Jonin] title or higher can assume the titles of [Supreme Head] while those of [Chunin] level minimally for the other heads.

XXXXXXXXXXSurgeon General [Supreme Head]
XXXXXXXXXXXXXX• The Surgeon General is in charge of all matters involving the Five Career Branches of medicine within a village. It is the duty of the Surgeon General to inform the villages leader and the village itself of any potential pandemics or health risks. They are allowed to make laws for approval of the kage's advisory and the kage themselves in regards to the public health of the people. Such as outlawing what is believed to be a hazardous drug and ensuring financial compensation to the families that were affected by said drug.

XXXXXXXXXXXXXX• The Head of Oinin must at all times keep their identity a secret and have it only known to the Kage himself. The Oinin Taichou is thusly responsible for all of the Oinin branches. As an example of how tasking the job is, they are tasked with killing or imprisoning any Oinin even of their own sect if their identity is ever discovered. If their own identity is discovered the Oinin Taichou must immediately resign and go so far as to either imprison themselves or take their own life for their incompetence for what blames could be levied against the village because of them. If any of their missions are compromised and they are discovered it is a premise for immediate dismissal even if their identity remains intact.

XXXXXXXXXXXXXX• The Arch-Bishop is selected by the Kage. From there the Arch-Bishop may then decide the villages national religion. While freedom of religion is still available the village will be recognized as the practitioners of [x] religion with a majority of its population conferring to said religion often time. To attain the title of archbishop is a difficult one as it involves winning over the people and also winning over the kage, which will vary depending on the kage.

If the Arch-Priest and the Arch-Bishop fulfill the conditions typically required of establishing a new religion {See Religion} the Kage can no longer ignore the Religion's presence in the village. As a result, even without the Kage's approval, the religion becomes the villages national Religion.

-----► Advancements
* Chakra Based Technologies: Arashigakure's advancements in the past five years of the technological persuasion. Embracing progress a number of technologies to note that are a commonality here in Arashikagure are as follows.
* Cellular Device: While they are not as relatable to modern-day cellular devices, communication between inhabitants has been made easier with a chakra based phone that functions via a touch screen and projects images made of chakra to be interacted with on their surface. 'Texting' utilizing the connection of the 'scroll communication technique' making things such as 'cellular towers' irrelevant.
* Autonomous Puppets: A series of autonomous puppets are scattered too and fro throughout the village. Seen in the fields harvesting, seen directing foot traffic, and seen as training dummies with more reactive capabilities. As far as complexity a Autonomous puppet containing human souls and hearts known as REACH will occasionally man the gates of Arashi but as for the rest they are but single task creations. * Chakra based maps: These maps open and create a three-dimensional map of the village. Typically made for tourists can be zoomed in and out of.
* Airships: Arashigakure relies on Airships to deliver commerce out and into the village. This keeps the village's location more often than not discreet while still maintaining business relations and maintaining economic stability.
* Squibs: Ball like constructs that seem to float around the village. They serve as a direct surveillance line to the Arashikage and law enforcement which is used to ensure safety. If you find yourself in a pickle seek a Squib. They are abundant but still respect the privacy of peoples properties so they can't 'see all'
* Standard Issue Equipment: Once you become a Shinobi you have the option to fill your item slots Standard Issue Equipment you qualify for found here.

* The Aether Leyline: The Aether Leyline is comparable to a train station. It is how people enter and exit Arashigakure. They function essentially as Chakra elevators to the surface. The Aether Leyline itself will only typically be active when the village itself is 'ported' with an allied collective. The Aether Leyline also refers to the veinous chakra that flows through Arashigakure and its relative structures keeping it afloat and maintaining climate control for the current altitudes citizens must live in. If it's being roleplayed that someone from the ground is attempting to enter Arashi via conventional means they must post as the [Aether Leyline] thread at which of the stations they arrive at.
* Cloud Coverage: If Kuraudokabarejji - {Cloud Coverage} is labeled as [Active] in the Arashigakure Gates it means that the village is incapable of being seen.
* The Aegis Protocol: If approaching or entering Arashi via unconventional means. You will, be known. Unless anti-sensory precautions are taken Arashi has a monitoring system comprised of sensor nin located in a tower known as the [Aegis Building] which enhances their sensory capabilities.

*Accessibility
If the village does not have a [Insert Thread name here] next to it, it is currently in motion and is inaccessible as its location is typically an unknown. For details on village accessibility when the village is at a stop, see the [Cloud Coverage], [Aegis Protocol] and [Lightening Line] devices. If you are not a native villager and intend to enter the village one must quote the kage and wait for the Kage's (ooc/ic approval) or wait three days for the [Aegis Protocol]. If initiating past three days without granted access you are a criminal...or if granted access potentially a criminal that was ooc allowed in.

*Population Management
In order to maintain a healthy population Arashigakure expands its territories through some unknown means in where the village produces a significantly large chakra appendage and up-heaves territories in the 'Unclaimed Lands' in the villages sky-borne infancy this was done recklessly. When it was brought to attention that this act of expansion infringed on tribal folk not recognized by governing national bodies a more thorough program involving intense scouting of an area before its upheaval has been integrated. Now these cases are far and few between if any barring any potentially random nomadic encampment that was missed via the nomads profound ability to stay hidden. The area's up-heaved are then restored as flat land by the Arashikage via some means through his own chakra ensuring no craters are left behind but it does however, require the slow reparation of that eco-system.

*Biome and Transitional Islands
Arashigakure is broken into several interconnected islands bound by the Aether Leyline because of this. Villagers can utilize the Aether Leyline or several other methods of skyward transportation to reach the other islands. Such as the B.Board (A.k.a Bonboard) which essentially functions as a flying hover board, the Sky Skates which can be found at the local marketplace for commercial and pleasure use, for those less athletically inclined there are transit which function similarly to the Leyline stations. Respectfully its to be assumed that each district is its own island. Aside listed threads 'Biomes' exsist among the islands for future threads to be made from. Such as a Marshland Biome containing primarily marshland flora and fauna where it is sustained.

*Sustainment
Arashigakure sustains itself through a combination of 'Green Technologies' and 'Green Companies' a majority of waste is composted and utilized in the agricultural districts as fertilizer. Water is obtained through ambient condensation, rain water, and occasionally filtered from the ocean itself and treated at local plants to be utilized for public use. Air quality is maintained through use of filtration systems where those with the wind nature and those with particular clans can find and have found a lucrative career with benefits in cycling out the impurities. Importation and Exportation of goods is maintained through the use of airships with designated trading routes while maintaining the anonymity of the village. Energy is maintained through a combination of chakra batteries and clean energy conduits such as wind powered fans and solar panels.

*Trade
Primary trade only occurs with the Lightening Capital City and trade-ships are analyzed by the Aegis protocol and denied or allowed entry solely based on if the profiles of those on said ships are correspondent with the same as those that left analyzing their every aspect down to their chakra and stamina.

*Leaving Arashigakure
Unless authorized by a mission to leave those that leave the village with the intent of moving on to greener pastures so to say are free to do so, so long as they are a simple citizen of the village. Shinobi must be decommissioned. Anbu will take the individual and remove any memories that could be considered condemning to the village. Then will be allowed leave. Shinobi can be recommissioned and have these memories returned to them should they desire to continue their service. However, it is often difficult to do so after a significant enough time has passed and this must be done within a weeks period of time or the individual must accept the lost memories.

*Civil Sway
Due to Arashigakure's population containing two significantly differing cultures. The Yokai and the traditional citizens, when an individual completes a mission depending on the individuals the mission contained and what was done it may affect the villages Civil Sway. Essentially this is something that one wants to keep in balance or risk a potential civil uprising. When Civil Sway reaches certain points it may start affecting the village in of itself. One can choose to affect civil sway with their missions or not should they desire in the mission report thread if they wish. Civil Sway can only be affected by 1 Mission train. One could say claim 44x 'Slayed an enraged Yokai' but for sway this will only count as one instance. Civil Sway can confer a number of things but someone is always often getting the short end of the stick when it leans to far in one direction.
