You could also have him as a member of a separate coven moving to the area.It'd be an interesting twist for a witch/wizard not born of the Salem families to somehow get into the fray.

I like the other coven idea! They should have a purpose for being in town though. Maybe they could sense that the deceased salem witches are planning on making a come back and they come to the town to bring it to an end before there is an imbalance of power in the world.
