... would allow fair play in solo combat? I have an idea for a game, but the systems I have played are more designed around team combat.

The battletech game? I was thinking something more modernish, and human versus human.
The idea is, the players would play a band of immortals, that get along well enough and are not driven by an erg to kill your fellows. If you seen the Highlander show/movies, you get an idea. The players would have to ahear to the honor rules of the immortals; no fighting on holy ground, one on one combat, melee weapons only, can never have biological children... blah blah blah... I those are the biggest ones.
But you guys are also given a number of "missions" to complete. Kind of James Bond meets Highlander, is my thoughts. You guys can spar to um... keep your skills and swords sharp.
I was originally thinking Scion, or any other White wolf game that interacted with humans more than the supernatural... but even that game looks like it requires teams

A Time of War handles the RPG side as in person to person conflict. Granted, you COULD use it to handle the Mech on Mech love, but....

don't hold your breath on the Mech on Mech part, I have little love for that... Says the person trying to build a pathfinder class that makes a "powered armor"
