[ Premise/Foreword ]
The year is 2015, three years after the foretold apocalpyse. However, what happened wasnt the beginning of the appoalypse. It was the first day for many things. It was a date that the first alien life visited the planet, in the form of peaceful humanoinds looking similar to Marvin the Martian. Others were revealed to the public by the secret Men in Black.
Second, the first Mutant Gene appeared, in a young boy in Pakistan. The young man is now known by his small kingdom as Praxis. Several other people of different ages, predominantly teenagers, also began to show the Mutant Gene, showing that super humans existed, and are here to stay.
Finally though, was a strange ocurance, that many people would have dimissed as an old legend. The first appearance of dragons has occured, and a few of these mythical beasts have granted humans powers that rival those of Super-heroes of the Golden Age of Comic Books.
With all these powers, not all of these super beings have turned out to be good. With the new super criminal, laws have been set in motion for a Super Being Registration Act, that would essentially limit the rights of any super being.


[ Setting Information/Background ]
Polaris City and the "New Earth" Are similar in technology to today's people. The only new discovery that has been achieved is Arc Reactor Tehnology, which has turned electricity into a thing of the past. Now, everything is plasma powered, and a few archaic devices are eletrical.


[ Game Introduction/Plot ]
You will be new heroes in Polaris City, one of the few cities that are not supportive of the Super Registration Act. Therefore, it's one of the most diverse populations in the United States.
It is situated West of Albany, New York, so expect colder weather, besides that, prepare for a world of supers.


[ Character Creation ]
There will be no time travel powers, or dimesion travel powers. Also, note that any powers that are mutant based, or given by a foreign source, such as a dragon or a god, are only within three years.
However, Technology and special training? That can be as old as you need it to be.
Alien power sources are also fairly new, so keep it within a ten year range.

You will be using the Mutants and Masterminds Second Edition Core Rulebook.

Bio/Description: Glenda is the eldest of two children of Clyde and Belinda Garrett, of Dayton, Ohio. All in all, she lead a normal life and had a normal childhood. There was nothing of any great import during her youth that showed her to be an exceptional individual.

However, after the world ended didn't end, things began to change - Glenda included. She found herself having more and more energy all the time, like a sugar high or caffeine rush, without end. She seemed to grow more troubled - she could pay attention in her classes, but couldn't sit still, and was constantly reprimanded and got in constant trouble.

It wasn't until she was being picked on by another girl at school and generated her own shock wave that knocked the girl unconscious and damaged many lockers that it was obvious something much more important was going on in her life.

With mutant genes popping up, she was immediately screened for it - as much as she could be. Any blood and DNA tests were inconclusive, as the samples seemed to be agitated down to a genetic level, making it somewhat impossible for accurate tests to be run. She was labeled as a mutant in lack of any other conclusive data that claimed she was anything further. And, of course, that was the end of Glenda's entire existence as she knew it.

What other reasonable course of action did she have than to run away from home?

Making her way east towards New York, because she always wanted to go to the Big Apple. She managed to make it with generous help from others, donating a dollar here, some spare food there, a roof over hear head off and on. It wasn't a glamorous life, but it was a free one.

Of course, THAT got blown out of the water when she started finding herself desperate for an outlet for her power. A few stopped muggings later and she had brought down all sorts of attention upon herself, including some hired mercenaries that wanted to bring her back home to her family where she could be kept safe, and some men in white coats from one of the scientists that she's pretty sure wanted to experiment on her...

She fled New York City for Albany, and on a whim, found her cousin Jeanette Sawyer was still there. Jeanette was always Glenda's favorite cousin (also, the only older one, but that's neither here nor there), and has always had a hippyish outlook on life. She was far more understanding than most, and decided without any hesitation to let Glenda stay with her. She even got her enrolled back in high school, and Glenda worked EXTRA hard to catch up on her studies, and forced herself to learn how to keep her powers in check.

Though, an outlet was still needed. People like her were becoming more active in the world, so it suddenly dawned on her one day to try this "superheroing" business - it seemed ludicrous, laughable, preposterous... dorky!

But... but that first real crime that she stopped... oh god did it feel good. Like it filled some sort of explainable void that she had grown conscious of the past couple years and had not really realized it. Jeanette was mad at first, of course, but she got over it rather quickly, and started trying to enroll Glenda in courses and classes that would help teach her skills she would need to help her in future 'outings' like this.

And things were good, and stable, for a while. After her extracurricular activities, Glenda started to actually excel in school, and began to fit in much better with her peers. Things were good... but the sudden rise in interest of the Super Registration Act caught on in Albany, and she was suddenly under a lot of undue pressure that more or less ruined everything. Good publicity turned to bad press over the course of a week, and if her identity was revealed, people would show up to try to capture her again!

The stress and despair began to return, but Jeanette had nipped this one in the bud. When Glenda returned from school that day, she had found that Jeanette had already quit her job, and packed their things. She cancelled the lease on their apartment and got them a new place to live in Polaris City, west of Albany. A place that did not support the SRA, and was much more tolerant of superheroing in general.

Hopefully leaving her troubles behind her for good, Glenda looked out the back window of her sister's Camry, towards the disappearing Albany, shrouded in gloomy winter stormclouds. Hopefully the horizon would be brighter.

Glenda Garrett is 5'6", and 110 lbs. She has straight red shoulder-length hair, brown eyes, and only the faintest splat of freckles across her face. She is a Pisces, and her birthday is February 27th, 1997.

I hate to be a bother, but your Defense of +12 and Toughness of +8 exceeds the power level limit sweatdrop (total should be average +8, so you can have +12 and +4, or +8 and +8, etc).

It's up to Vamp if it's still okay, but it does kind of unbalance you towards anyone else (hero or villain) of the same power level.

EDIT: Also, Power Level 8 = 120 points, not 140 sweatdrop
