I just came up with the most nerdgasmically silly idea since Spelljammer, and now it is stuck on my mind.

Basically, I've designed a semi-accurate rip-off of The Doctor, adapted to 3.5.

Step 1: Pick a race. I chose a Human.
Step 2: Apply Soul-locked template from Heroes of Horror. The Doctor will now "regenerate" (according to the show).
Step 3: Pick a class. I chose factotum from Dungeonscape because that just seemed to fit best.
Step 3: The Sonic Screwdriver. Use a little magic, and turn a simple screwdriver into a Wand of Shatter (useful for blowing up metal devices (such as computers and pulleys) opening locks (by busting them open), and disarming your opponents (by shattering their metallic parts). Kinda like what the normal screwdriver does).
Step 4: The Psychic Card. Using the Factotum's Arcane Dilettante, apply Programmed Image onto a piece of parchment or whatever fits. Instant Psychic Card.
Step 5: The TARDIS. Using the guidelines of the Citadel of the Planes in the Stronghold Builder's Guidebook, allow one portal of "The TARDIS" to jump from the Material Plane to the Temporal Energy Plane (seen in Manual of the Planes) as well as Teleport without Error. For the "Bigger on the Inside" aspect, use Mordenkainen's Magnificent Mansion.
Step 6: The Doctor's Companion. I'd pick a human Rogue more than anything, since an NPC class would be slaughtered but anything else seems more useful than the Doctor himself.

Apply formula. Proceed with lulz.

Haven't built it yet; still brainstorming. Most of this is just straight factotum use.

Alright, well are you going for optimized or character flavor?

Flavor. But this was more of a set-up for a character, not an actual build.

I'm not finding Soul-locked in HoH, are you sure that's the correct source?

Ahh, there it is. It seems like an awful lot of mechanical hooha for what amounts to a plot device.
