I have never really had a high school art classes or a college art class. I still really want to learn how to draw people, scenery, animals and stuff, but I don't feel like i want to risk my scholarship on a subject I'm unfamiliar with. Are there community art classes or something at decent prices or any kind of self study things that I can do?

Well you can search for guides in internet and that will help you out a lot! And sometimes self teaching yourself is better than taking classes of any type 3nodding

there's a lot of online tutorials available, and even more books. I draw girls has a lot of video tutorials at very reasonable prices. You're very likely to be able to find painting and drawing classes in your area to.

Try online tutorials. Youtube has got a ton of them, just make sure you look through a few and choose one that does quality work.
Aside from that, practice practice practice.

I know there are community work shops in my area.. but you'd have to check in yours.. since I don't know where you live. >.>;
But yes, you can't expect to just do it once and be a pro! Lots of practice involved. One of my best.. things I guess, is finding the basic shapes in things and sort of fleshing them out gradually.

If you wanna draw people I suggest going to an open life drawing classes. You should be able to find drawing classes in most big cities, Open life drawing classes usually coast you 5-10 dollars per class and last 3 hours or so. If you could tell me in what city you live in, I could help you search for classes that are available in your area 3nodding If you don't feel comfortable posting it but still would like my help you can also pm me and we can check that out for you.
Drawing animals the best way to practice is to go to a zoo and try to draw the animals you see. The tricky part with animals is they move. So you'll have to focus more on how there body moves and build construction forms or lines to get a better sence of there acctual forms. If you do not have a zoo in your town maybe try checking out some animal books or pictures of animals online. High res pictures that show you well how there bodies work, how they move and so on. 3nodding
Scenery is probably the easiest thing to do in the bunch cause it just requires you taking a sketch book with you were ever you go. Finding interesting scenes to draw in your town and then just sitting down and trying to draw what you see. You could also take a camera with you and take a picture so you have a visual reference for the colours when you get back home : )
