legendary pokemon are pretty tough to catch. Hm I recommend you either parilize, freeze, or put him to sleep. the status effect will increse your chances of catching it.

Sleep, if I recall, is the most effective, followed by paralyze. If he's at 1 HP, and one of those status ailments, he should be caught by great balls. If you were using a dusk ball, was it at night? if it's not at night it's just a regular pokeball (albeit a lot more expensive) only at night or inside a cave is it 4 times as likely to catch than a regular pokeball.

When I used them it was at night, and because my physic type forgot hypnosis in the day-care I could make him fall asleep. Though I JUST caught him less then five minutes ago. I was planning on using a Timer-Ball but to pass the moves to increase it's rate, I was throwing Ultra Balls. Turns out one of them caught him.
