You can marry anyone you love! If they're not Muslim, it would be recommened that they convert. Otherwise, I don't think you could marry them. Yes, they're are special things needed before you get married but I recommend you look that stuff up on the internet. They have plenty of good websites that go into detail about it.

No, nothing special while getting married, you just need someone to ask you (confirmation) like, "Will you be her/his lawfully wedded husband/wife...", etc. and a Dua. You can marry your cousins and anyone other than your maternal and paternal uncles and aunts, your siblings, your parents, your children and...you could read Surah Nisaa from the Qur'an for more details.

Muslim men can marry Muslim women and women from the Children of the Book (Christians and Jews). However the women from the Children of the Book must be devout and God-fearing. However it is best that Muslim men marry Muslim women. Muslim men can marry up to four wives, being that he has to equally maintain (in Islam, wives have the right to be maintained by their lawful husband) and care for all of them. If he cant handle four wives, those wives have the right to divource him on the grounds that he cant maintain them. Even if the Muslim man wanted married a Jewish woman, he would have to seek her hand in marriage like he would do a Muslim woman. And he would have to maintain her too.
Muslim women can only marry Muslim men. Since it is in a woman's nature to try to please her husband and follow him; a Muslim woman must marry an upright Muslim man so she receives the fruits of a good Islamic marriage and keep from going astray from her deen.

☢ ☠ ☣ ☢ ☠ ☣ Well, to my understanding, this only implies for men, it is haram (which means forbidden) to marry your mother, your grandmother, your sister, your daughter, granddaughter, aunts and nieces.
There are no special things during the ceremony, just the basic: 'Do you (groom) take (bride) as your blah blah blah. That's just about it.
And if the person he/she is about to marry is not a Muslim, then that person must first revert to Islam in order for the marriage to be legal and legitimate.
Oh, and it is strictly forbidden to marry a person of the same sex. Homosexuality is against Islam. ☢ ☠ ☣ ☢ ☠ ☣
