I found these shoes i really like on ebay ( here ) but i was wondering if they would be alright for a KuroLoli outfit. They look a bit punk-ish to me, but i don't have enough experience with lolita to know what's what ^^;;; also, i'm going to make my outfit. I'll put up my drawing of what i want it to look like once my scanner is working again~

Kuro is just a theme, not an actual style on its own, so it depends on the other items that you choose to wear with the shoes. Those shoes are very sweet lolita [low heel, rounded toe, bows, SMALL straps, and heart-shaped buckles; just for comparison, I would consider these to be very goth, and these to be very punk]. The shoes you've linked are not very punk at all. If you're wearing other black, sweet items with those shoes, you should be just fine. (:

I am trying to go for a very simple look (I don't want to seem overdone with my first try) though i was hoping for a more gothic feel, and i prefer lower heels (like, nothing over 3 inches). Would it be acceptable to wear those shoes with a gothic outfit? Or is that a really bad idea? ^^;;;
(My scanner still isn't working; hopefully it will be soon)

Those shoes would probably still work fine, yes. A pair with fewer sweet details would be better, but there's nothing wrong with those at all.
You can also order the other pair I linked [the big black platforms with buckles] through Ling Lam's shop and request a custom heel. She can have them lower the heel and platform as you desire for free, as she has close connections to the factory at which they're made.

Ling Lam is one of the least expensive sellers of Montreal and TVA styles, which is mostly what RTBU sells, too. RTBU has nicer service and photos, though.
