Type would be genjutsu, ninjutsu, taijutsu
Rank is what level or power a jutsu is. It can range from E-A or S. Also, an S rank, if I deside to, will be made a Forbiden jutsu, but can still be used. Note that kage's don't particularly like their ninja using forbiden jutsu.
Ability is what the jutsu can do, such as shaping fire, healing, making wooden darts, manipulating gas, soul grabbing, poison, etc. An example would be Deidara's clay bombs.
A side effect is if it harms the user in any way, shape, or form. Can the jutsu be used only for a specific amount of time? etc. Note: If the jutsu is really powerful, it could have a long reload or waiting time, etc. I may deside that your jutsu doesn't need a side effect.
Range is how far it can reach, 1 foot, a meter, a few feet, 20-50 meters, etc.
Speed is how fast you can use it or how fast it moves.
Chakra Consumption is a must. All jutsu use chakra. Just put weather it's a little per use, a lot, all of the chakra, or if the jutsu absorbs more chakra from an aponent than it takes from the user, thus replenishing.

Ability: The user, Sooro, forms a Rasengan in their hand, charging it until it's spinning relativly fast, then places chakra in the feet to stabalize them so they can stop when it ends, Then rotate extremely fast making a large hurricane-shaped spiral, that upon contact with the enemy, sucks them in, cutting them with small wind blades, like the RasenShuriken. (Can be used in mid-air or launched.)
Side Effect: Since the user is inside the hurricane, they are injured as well, but not a bad, it's like the eye of the hurricane where the user is.
Range: 30 feet
Speed: 20 mp/h
Chakra Consumption:Uses a large amount of chakra, but some of the enemy's chakra is transfered into the user when they are hit by the wind blades.
With Shadow Clones, It's Range and Speed are quadrupled.

Ah. sorry. It was the whole teleportation part. Throwing it, yes, that would be fine, but not teleporting it. Especially if it hits the person's insides.
And you don't need to teleport to get behind them. Boost your speed and you can move around faster than their eyes can move.

Ability: Turns user into mist, allowing them to travel at decently fast speeds until they decide to solidify.
Side effect if any: Must pay attention to surroundings because user might solidify very high off the ground; cannot be used while falling; tiredness follows when used for more than 25 miles; can't talk as mist; hardened center is core.
Range: Self-target; infinite travel distance + tiredness mentioned earlier
Speed: No wind: max of 15-25 MPH; winds: max of 15-25 MPH * wind speed
Chakra consumption: 20%: 10% mistifying (lol), 10% solidifying

You might want to make the center of mist thicker to represent your core, or else you could easily evaporate in high temperatures or get blown away if the wind is against you. As for the speed, you should probably make it 15-25 miles per hour.
Change these and I'll accept it.
