About the "short movie", Kerozero (Kero 0):
Clips from this can be watched in the ED of episode 252.

"In addition, the fourth feature will be double-billed with "Kero 0: Shuppatsu Da Yo! Zenin Shūgo" ("Keroro Gunsō Episode 0: It's Time to Mobilize! Assemble All Personnel!"), a prequel short that the original manga creator Mine Yoshizaki himself is developing to mark his manga's 10th anniversary.

Yoshizaki is developing the story of the double-billed "Kero 0" short, which will take place before Keroro ever arrived on Earth. On the day that Keroro and his platoon were supposed to depart for Earth, an enemy appears at their space terminal. Next year will mark not only the 10th anniversary of the manga, but also the fifth anniversary of the television anime that it inspired."

Well, could be, looking at how it parodies other series and movies so much. xD
Yet it could also just be related to the same story or something. c8

In Legend of the Twilight, it's called City of Illusion, Naval Monte though... In my translation of the 2nd volume, that is.
Something about that city that only appears once every 100 years because of the wrath of a God, having sunken the city to the bottom of the sea, I think. @ u @ and if they could sell just one thing they were supposed to return to their former state...

Why, sure they are. xD just that sometimes they ruin too much...
Then again, they ARE spoilers, so it's one's own fault for actually watching them. > u > ;;

Kero 0 (Kerozero)...it could be read in another way, but... xD;;
Shortly put, it's from their time on Keron before departing for Earth, I think.
Like the 2nd Keroro Gunso movie had the Chibi Kero: Secret of the Kero Ball?! (?) and the 3rd movie had Musha Kero: Debut! Sengoku Planet Ran Big Battle!! (?), Kero 0 would be the "short" for the 4th movie. 8B
...that's...how I understood it anyway. xD;;
