Just a case of using any image manipulation software that supports layers to produce the frames, and then using any one of a multitude of freeware tools to produce an animated gif from the frames. A tutorial maybe forthcoming in the gallery thread, if there's sufficient interest/I can be bothered/have enough time.

The program I used to assemble the images was artrage...but that is only because
a) I have a copy installed-it came with my tablet. b) It supports layers. c) The only other graphics software I have is irfanview(a freeware photo viewer/basic editor), photoscape(another freeware editor) and ms paint.
I wouldn't recommend this as the tool to use, because I believe it is down to artrage that the background is off white on the animations. It is designed to a natural media program, not a cel animation studio.
The GIMP should work well for this. Or Paint shop pro. Or Photoshop (but if you have a copy of photoshop, you don't need me to tell you this).
Once I had a series of frames, I used a piece of freeware called photoscape to string them into an animated gif. You can tweak the time that each frame is displayed etc. But there must be literally hundreds of free programs that will do this for you. The gimp, paintshop pro and photoshop will do this themselves. There are even entirely online tools which will do this for you. Google, and ye will find.
