Okay, so I have this ugly [seriously, I don't make this stuff up] dress.
Not only is it an ugly dress, but an ugly GREEN dress.
Oh, and its also an ugly green ex- brides maid dress....
from 40 years ago.
EXICITING? I think not.
I have to wear this beast to Farewell this year.
Because my mom is cheap.
So, here's the dress:

It would help if we could see it on you, it would help give us an idea of which parts to accent and which colours would co-ordinate.
If you could do that, it may be easier to give advice.

I honestly can't see a way to make that dress into anything lolita-related at all. The material is shiny, the cut of the top is entirely wrong, and the color is going to be really hard to coordinate with any appropriate accessories unless you make them all yourself, as well.

As for just making it wearable, I'd say remake the top into either a tube dress or something with a square neck and broad straps. I don't know if you have enough fabric for the second option. Maybe you could add black lace or trim to the hem to make it a bit showier.

My two cents suggestion is white gauntlets and a petticoat that doesn't poof out too much. Are you sure you can't compromise with your mother at all about getting a different dress?

You might not be able to make it very lolita, but...

I'd use a seamripper to remove the sleeves, then try wearing a nice blouse underneath, and add a petticoat if you want to try for the right shape for a lolita dress (but as spuntino suggested, the material is wrong). You can use the material from the sleeves to make a matching hairbow if you want.

Or if you just want it to be acceptable but not lolita, wear it sleeveless.
