Does there happen to be a certian way to pleate the bottom? Or do you pleate it just like the top and sew it on?

You can do it a couple of different ways, depending on how you want it to look. You can use a ruffler foot [which is what most brand clothing seems to use] or do it by hand. A gather/ruffler foot creats tiny, tiny pleats in the fabric to affect a ruffle. It tends to make them look very crisp like in the last photo you showed from Meta. It will help keep your ruffles precise and even, however.

If you do it by hand, you'll get more of the ruffle affect shown in the first image where the ruffles look gathered, rather than pleated. Also, the top skirt has a different style of ruffle than the other two you're showing, so I have to ask: Will it have the "top" visible [the portion above the gathered section/the whole ruffle will be visible] or will it just be attached to the skirt hem [like the bottom two where there's a seam instead of a ruffle visible]. To gather by hand, sew two parallel lines of stitches near the top of your ruffle. Make sure to use the WIDEST/LONGEST stitch setting you have for this. Then, very gently pull on the top thread from the row closest to your ruffle's hem. Gently pull and distribute the resulting ruffles.

Hand gathering seems to work best for ruffles that are acting as accents [like the first skirt] and either method works fine for hem-ruffles, though a gather/ruffler foot will keep it crisper and more evenly distributed.

You can also do pleats if you'd like, but they tend to look less like ruffles and more like ... well ... pleats. If you try that method, your pleats will need to be VERY small.

Hand Gathering vs Ruffling Foot for fuller ruffles actually depends more on the ruffling foot that you use. Our Bernina ruffling foot has various settings to how far apart we want the foot to pleat the fabric so it ruffles-- and of them are two that I use most often. One ruffles the fabric down to 2/3 the original size, and the other ruffles it down to 1/3 the original size (a VERY full ruffle). Depending on the fabric, I actually like to ruffle things down to 1/2 their original size and so I do a long of hand gathering work on outfits, saving the ruffling foot for when it's needed or when I'm feeling lazy.

To offer a few examples:

This ruffle was with the ruffler foot set to 1/3 original size. And a closeup.

Yet another example of your skills, then! Every other time I've seen someone use that type of foot, it comes out stiff and semi pleated. Lovely.<3

As I said-- I think it depends on the ruffling foot that's used. We had another that did not work nearly so well as this. It's great, even if it looks like a real monster. xd
Same as this, actually.

And in response to your question about the underbust on Poupee, I'd be more than happy to make you something when it's convenient for the both of us 3nodding

That would be fabulous. It probably won't be until May or June, though. So I'll just remind you around then and make sure you're not too busy. (:
