Vice Captains can't exactly do anything about this. They don't have any control over Cave Johnson, he has all the power. The only thing they can do is change the main page back to it's old stuff and change the name back. But that is only temporary and can be easily changed back into whatever it is now.
Unfortunately, the GWCI is stuck like this...
