i think they have to be activated cuz Kit gets them and i don't >.> they're updates to the site, like if something's fixed, when the next Ask the Admin is, etc.
personally, i don't have much use for them, as they're all about things i don't use (though they need epic updates for the guilds), but they're a good way to stay updated with the site. also a good way to get items i might miss (if i want them)
