hey, i never did get the cow and now i never do see the cow. wot gives man. i need some help. allso, about the gustav quest.....um am i supposed to be a certain level in order to earn the elements? coz i havent been receiving any. please help me crying

For the Stoocie Quest (Stoocie is Loose), it requires a prerequisite which is the completion of the Plantin' Garlic quest.
Here are the steps needed to complete the Stoocie is Loose quest.

Step 1: Speak with Rancher Bill to accept the quest.
Step 2: Find Stoocie in Dead Man's Pass and bring her back to Rancher Bill.
Step 3: Return to Rancher Bill at the south gate in Bill's Ranch.
Special Rewards: Recipe: Clutch Rollerblades.
Check whether you have completed the Plantin' Garlic quest. Of course, the quests are a series of chained-quests that needs to be completed to unlock the next one.
As for the Gustav quest (Mon Cheri), I'm not sure what you meant by that. But here's what I think you mean by needing some sort of prerequisites:
To enter the wolf den, you may have to have a CL maxed at 5.1. And try to avoid increasing your CL inside the den as it nullifies your rewards and renders your quest incomplete.
