What program is the best/easiest to use? Also I would like some tips on layering correctly and coloring/shading.
I am definitley no good at those things at all.

Either Sai, or Photoshop. I prefer Photoshop, but I can imagine that Sai is easier to understand, since it's ONLY a drawing program.

And this is a nice tutorial I once found on dA, easily showing how to use layers and colour.

I would recomend SAI, OpenCanvas or photoshop.
If you wand easier way to blend colours and such I would go with SAI or OC

OC has a version wich you can get for free aswell, its pretty much the same thing as SAI.

Layering and colouring is easier if you check on deviantart for the specific program, all are diffrent and have diffrent tricks

I use photoshop allot, I use corel paint for drawings but it's very very slow on my computer and it is very complicated….I don't like it so much.

I heard Sai was pretty good, I personnaly use photoshop, because its the programe I learned to use at school, but corel painter is also a nice programe... cause it works a little like traditional mediums would work in real life as well.... depends on what kind of look your going after, but corel is a little less user friendly I find... photoshop can be intimidating at first as well, if you don't know how to use it : 3

yeah it is smile Perfect program to sketch in.
and to colour, but i sometimes mix sai and photoshop ^^

      OpenCanvas is the simplest one I've used
      They're all pretty much the same to me besides extra features. If you know how to use one, you basically know how to use all of them~

      There isn't really one correct way to use layers. Some people prefer to have all colors on separate layers and some prefer to use one layer for their whole piece. It really depends on how you want to color. Like CGing would work best with all separate layers imo
