What can paper form that is often harder to break than steel?

Question: How do you Break paper...you can cut it or tear it, sure, but to break something typically denotes blunt force trauma causing it to fall apart or split. And if that's the definition you mean, then a simple sheet of paper is often much harder to break, because unlike steel, it is not rigid, and so deflects the force of a blow instead of absorbing it like wood or steel.

Well, I am a black belt. Anyways, I would guess, since the pen is mightier than the sword, that paper can form an idea that cannot be broken.

Or perhaps it forms true love (via letters), which, as one princess said, cannot be tracked, not with a thousand bloodhounds, nor can it be broken, not with a thousand swords.
