Just as the user above said, all zOMG rings are now soulbound to accounts and cannot be sold. (The sweetheart ring and the fortune's favor rings are the two exceptions. Those two rings do not soulbind to accounts.) The rings you see up for sale in the marketplace were obtained in the first days of zOMG, before rings were soulbound to accounts. Since those people never equipped those rings, those rings never soulbound to them. Those sellers aren't doing any secret tricks or anything. All rings now obtained in the zOMG game are soulbound to accounts and can't be traded or sold.
"Can I sell my rings?/What is 'soulbound'? All rings received from zOMG! are soulbound, meaning that they cannot be traded or removed from your account. However, all unequipped rings from before December 8, 2008 remain unbound, which is why some rings can be bought from the Marketplace. However, once you buy a ring and equip it, the ring will lose its unbound status and become soulbond to your account. This excludes rings bought in the Cash Shop, such as the Sweetheart Ring, which when purchased is unsoulbound, and will remain unsoulbound, regardless if equipped or not.
