Protect, Refresh, Luster Purge, and Zen Headbutt.If you have Soul Silver, you will encounter Latias. She will know these moves:
Water Sport, Refresh, Mist Ball, and Zen Headbutt.Both of them will be at Level 40 when you battle them.
If you're having trouble weakening them, my advice would be to use a Dark-type Pokemon that is a lower level than theirs to lower their HP. Since their only attacks are Psychic-type, your Dark-type Pokemon shouldn't get hurt.
