I think that tattoos, as well as piercings, can be very lolita if done the right way.
I keep thinking of that cute little stylized crown you see everywhere.

I can easily see a lolita with that on her neck or wrist. But I would stray from putting it right into the the cleavage. Or any tattoo right in the cleavage. I just think it looks a little trashy, but that's probably just me. However, further up on the sternum would be really cute. It's not so much what you do as how you do it.
Again, it's your body and your clothes, so whatever you want to do to it is the best thing
