I am new to lolita style and I have been doing alot of research but I still have some unanswered questions so if you can help me that would be great!
Questions: 1. I have seen alot of people with the bows or little head dresses (i believe they are called) but is it appropriate for lolita's to wear mini top-hats? 2.I purchased the gothic & lolita bible the patterns our in the the average japanese size how big is that in american sizes and how would i get it to my size. 3. what place have you found that have really good patterns for lolita clothing?

1) Mini top hats are perfectly acceptable. So are miniature straw hats, tricorns, and crowns. You just have to be sure it coordinates with your outfit, and that the proportions are aesthetically pleasing. So long as the hat doesn't look like a toilet paper roll on a plate, you should be fine though.
2) If you can, go to your local library and take out a book on pattern drafting. These kinds of books explain how to draft and modify patterns. You can use this information to fit the patterns to your own size. You can also take sewing lessons at stores like Hancock's Fabrics for a fee.
3) Sew Loli and EGL's community memories for DIY and sewing tutorials are a great place to start. You can also find more links in the FAQ and link list at the top of the guild's front page.

For an OP, I made a very cute jsk from Newlook pattern 6457. It's very easy (I'm almost done with my jsk and I only started it yesterday--granted it's summer and I have nothing else to do...). I made the skirt a little bigger, though, to make sure that the petticoat would fit underneath. So far, it looks great!
