They mean an actual concert per. ensamble (on stage, in tuxes, not allways with marching equipment.
My school is making it a class next year but we have one right now that practices at lunch.

indoor percussion, otherwise known as winter percussion, is just drumline and pit. you are partly correct, but the majority of winter percussion actually marches. some groups, however, compete in concert percussion, which is part of winter per., and is only different in that they don't march.
which is, i'm guessing, what your school is doing. ^.^
