To me, training pokemon, be it any version, is all about training the same pokemon in different ways, and watching which way it comes out the strongest. I did this, and I played Pokemon on a tournament level, in Puerto Rico anyways. And it seemed that most people had their own special way of training pokemon, with or without cheats. I trained mine with cheats, but still had a hard time training them. Pokemon games are cool.
-thumbs up- I train pokemon with out cheats its not that hard really train this pokemon to level 98 it wast even on of those popular pokemon either

Von. Yellow version's Pikachu could learn both Fly and Surf. It wasn't bullshit.
When you used surf, he would use a surfing board, and when he used fly, he would use balloons. When you spoke to him after he used the attacks, you could see him do the actions afterward.

Edit - It beat Yellow under 24 hours game time.

If I am not mistaken, you didn't need the action replay to make the Pikachu fly or surf. You needed the N64 game of Pokemon Stadium 2, I think. And you could teach it to him IN the game, and he would use the techniques in Pokemon Stadium in the way I explained. He would fly with balloons, and surf with a surfing board.
Not quite sure. This was a long time ago. XD
