CLAMP do let characters come together but in a slightly different way to most other mangas. The CLAMP soulmate rule is very important and I don't think that they 'tease' us with Toya/Yukito.

In the end of CCS, Toya and Yukito were established as soulmates. Yukito said that Toya was the one he loved the most. Just because they didn't seal the deal doesn't mean CLAMP is evil. You have to consider the readership of the series.

Nope.They tease us, I'm sure of it. You get EXTREME suggestiveness but nothing actually happens between the characters... Look at Legal Drug for example. They STOPPED drawing it before they got to the good bits!
