Trying to build my character now, and a few question over racial talents came up.

Could one take Multitalented and get the same benefits as Fast learner? Or take the favored class bonuses of both classes?

Fast Learner
You progress gain extra versatility.
Prerequisites: Int 13, human.
Benefit: When you gain a level in a favored class, you gain both +1 hit point and +1 skill rank instead of choosing either one or the other benefit or you can choose an alternate class reward.

And are Hero points being used?

Given my luck, I doubt it, but could I take two feats from Advance Race guide?

I don't mind if I have to take Racial Heritage as well, despite two feats in question aren't tied to a race as a prerequisite.

The two in question are hidden in the Half-orc page; Surprise Follow-Through and it's improved version?

Okay so I'm putting my hat into this game. So I will start rolling. I plan on making a Fighter/Rogue.
