Its not purely based on speed but, how well that character can deal with the other. Yeah speed is a big factor but range and priority also have a say.
I'd say range has less say than priority...and speed has about as much say as priority.
Speed = Priority > Range > High Damage > Novelties
I suggest as such because...
Speed- Get them in a lock faster than they can get you in a lock. Simple enough...and yes. You can get into locks where you can't do anything...Shined Blind shows that. ninja The opponets had little to nothing they were capable of doing to stop from being killed at low percentages.
Priority- Get out of said lock if you're capable...which...Isn't always possible., though overides attacks that can be potentially fatal.
Range- Only really useful if it's coupled with speed and/or priority.
High Damage- Can't do damage if you can't hit.
Novelties- Hurray for a very small chance to beam sword with a no item combat?
