So everything's good here. Just know that the Double DR is only factoring into the items passive DR and not the DR of techniques. But still that DR is treated as active so long as the items are weilded and not disarmed so that's still pretty good. The only issue is [Doubles Wind] its incredibly obscure. If it increases the area of effect of wind that's fine a little more detail may be needed here. Since flat rank increases aren't allowed.

Really though if anything not being a meanie, but quite lackluster for Legendary items. I'd throw in some suggestions but I need bed. As eveything is gucci gang aside that special enchantment conferring a very obscure [double wind]

Description: The one and only memento that Nohea kept (or even received) from her parents. Crafted for her by her mother, the scales of that comprise it appear to be taken directly off of some great ocean beast that is long since slain. It is greatly responsive to Nohea's chakra signature and as such grows with his in the same way skin would, thus constantly changing it's weight and size. It is however, always considered to be of the heavy class type, covering her entire body, head included.
Ability Summary:

β€’ Vicious Reprisal: Through the use of her chakra Nohea is able bristle the armor's scales with a thin layer of chakra. Invisible to the naked eye, what actually happens here is that the each individual scale vibrates so quickly that they act similar to a buzzsaw to anyone not of Nohea's chakra. Making contact with these scales deals ranked damage equal to the amount of chakra put into this ability and can be quite devastating when multiple contacts with the armor are made as it has been known to cut away whole parts of the human body with extended contact This ability is treated as X (E to S+) rank following it's rules and restrictions as well as consuming a defensive activation.

β€’ Perseverant: An active state of the armor. Scales bristling with the users chakra increase it's defense against penetrative and anti-armor techniques. Any ability, or item that would treat this armor as if it were a rank lower or bypass it's defenses entirely instead loses this ability outright as long as it is considered of a lower rank than what this is cast at. Perseverant itself is considered an X (E to S+) ranked Spiritual technique for cost calculations and is not affected by any reductions for tai, discipline, or otherwise, and duration is equal to one post per rank it is cast at.

Description: The Hitodama sword is a sword that was crafted with Shisui's sorrow filling each blow of the hammer as it was forged. His sadness and desire to reach out to his wife and children in the afterlife gave the sword the ability to bind the souls that it tears from the bodies of it's victims. This legendary sword grants Shisui a moderate boost in speed while being used.

Ability Summary:
β€’ Soul Snatching: Each time an NPC is slain with this sword, it automatically subtracts and E rank amount of chakra from the user to bind the soul to the sword. The sword may hold a maximum of twenty souls in it's blade. All of which are able to speak to Shisui. These souls are not able to give Shisui any information that would not be known to them naturally when affecting other RPC. In addition, each time the weapon is used to cut an RPC, it absorbs 5 chakra per rank of the target's body in exchange for not being able to remove their soul. This chakra is used dispersed without being used.

β€’ Soul Binding: When the user successfully opens a wound on the opponent using this sword, the user may expend five of it's souls in order to paralyze the opponent for their next post.

β€’ Soul Tearing: The user thrusts their weapon at the target, releasing every soul that resides in the sword. These souls travel at the user's body rank specifications and pass through the opponent. For each soul that travels through the target, an E Rank amount of chakra is torn from their body and released into the air as the soul passes on.

Description: A special weapon forged by Shisui. His intense spirit having transferred into the sword case imbues it with the fire element, searing the flesh as it cuts when using complex and simple techniques. The weapon created is the Infinite One's sword case. Each of these weapons carries the affinity of fire listed above. While Shisui uses these swords he gains a moderate boost in speed. Instead of the standard infinite one tape, when any variation of the Fields of War technique is used with this set the tape is replaced by chains that also have the searing and burning effects of the weapon.

Ability Summary:

β€’ Endless Binding | B Rank
Grasping the chain woven around his fields of war, Shisui uses his chakra to command the chains to seek out the foe to bind them and burn their flesh away as they're held by the burning chains. The target must pay a B rank amount of chakra to break free, otherwise they are held in place for three posts while they're burned.
β€’ Infinite Blazing Whorl | A Rank
After executing the Disorderly Line technique, the user's infinite one swords begin to burn with the user's chakra as they're manipulated around the user. The flames of the user swirl about, creating a cyclone of flame that expands for each sword that is in the user's command through the Disorderly line technique. These flaming cyclones expand outward, crashing into the ground and tearing through it as it lashes out at anyone within a fifty foot radius.

β€’ For the Wind: +2 Fortitude while worn.
β€’ Of the Wind: Isetsuhiko is a spirit that resides in this necklace, making it a possessed "sentient" item. It cannot communicate with its wearer unless they have the ability to utilize natural energy. He only has as much visual and auditory range as normal human abilities, and only feels what physically interacts with the pendant itself (not the string it is attached to).
β€’ As the Wind: The spirit of the necklace gathers 40 natural energy per post into itself. Can store up to 320 natural energy within itself. The wearer cannot tap into these reserves by any means.
β€’ By the Wind: The spirit in the necklace uses natural energy stored within itself to utilize the air barrier to protect the wearer. It can be avoided entirely with extremely high-speed attacks (higher speed DR than the wearer) or bypassed with incredible brute force (attacks stronger than this effect). The layered plates effectively distribute forces that come into contact with the kote to minimize damage to the protected areas.
Ability Summary:
β€’ Guardian's Might: +2 Fortitude while worn
β€’ Vault Breaker: Formless and Techniques involving the user's hands/forearms while worn deal 1.5 damage to armor, and defensive techs lose one rank in a clash.
β€’ Will of Fire: The wearer can replace the elemental affinity of any complex or spiritual formless or technique they use involving their hands/forearms with the fire element if they have access to it. Does not change the technique's effect(s) or function(s)- only replaces with fire damage.
β€’ The Best Defense: Stores half of energy from attacks dealt and defended against with the kote as natural energy in the form of heat/flames. Can release stored energy for a devastating fire attack on impact with another person/obstacle but must pay half of the value of the attack as stamina or else they suffer damage from the attack too; regardless, this fiery blast will damage this item when used, and moreso per use. On Hold/Needs Work

At this time, the increased variable range hasn't been determined/worked out among crew. This needs to be settled b4 final judgment can be made. Hence the On Hold tag.

With that said, I feel like an anti anti-armor tech is just too strong especially in lieu of the recent buff to armor. I really don't feel that Perseverant is an appropriate tech in this light. (TL;DR not balanced)

I know we discussed the duration before but it still feels too strong. Not sure about what to propose as an alternative

The Sword of Truth ability is recreating a bloodline PA. I am not comfortable with that concept existing without some underlying basis such as Selina being a baseborn Uzumaki.

Furthermore, I would need an explanation for how Dusk on a Settled World works and how Elemental Fusion: Doubles Wind functions.

Double Wind is too vague atm as a descriptor.

Hitodama is Denied

1) NPCs have to be slain to drain their soul. An RPC being just being cut would then not provoke a soul drain thus no cost would be needed. This also activates from a simple cut...

2) Paralyze = no activations for just hitting them/expending 5 souls? No.

Mugentō Arashi is Needs Work

1) Endless Binding reads that after initial post, the cost cannot paid to free oneself, that's a problem. Ultimately, it acts as pure paralysis.

3) Free activation that is essentially Shukaku sand... just no.

Hitodama drains stamina equal to an enemy RPC's body rank from the wielder to take chakra from the opponent for itself when they are struck by the wielder's bukijutsu technique or Medium Sword Formless attack (cannot exceed its maximum chakra storage).

β€’ Soul Binding: If the wielder successfully strikes an opponent with a bukijutsu technique or Medium Sword Formless attack, Hitodama uses 10 of the chakra stored in it per rank of the technique used to paralyze the stricken foe (10 for E-Rank, 20 for D-Rank, 30 for C-rank, etc.); this is automatic and not optional, but is counted as a supplementary action to the used technique. The amount of time the opponent is paralyzed depends on the rank of the used bukijutsu/formless: E-C rank affects for 1 post, B & A rank affects for 2 posts, S & S+ affects for 3 posts. The opponent can spend chakra equal to the amount used to cause this effect to free their self (not the cost of the technique it was paired with), but doing so consumes their defensive activation for their post.

β€’ Soul Piercing: The wielder spends an S+ rank amount of stamina to deliver a thrusting strike at the opponent. Doing so releases a wave of force infused with vengefulness of the spirits sealed by the Soul Keeper ability. The wave expands from the tip outward, totaling fifty [50] feet in diameter and passes through all physical obstacles in its path for up to two-hundred [200] feet along its straightforward trajectory. This wave of force has the same passive speed DR as the wielder. It inflicts no damage, but it does remove 2 chakra from everything caught in it's path per soul bound to Hitodama. The removed chakra is dispersed into nothing in the air.

Description: The Onibi sword is one of two swords that were crafted with Shisui's sorrow filling each blow of the hammer as it was forged. His sadness and desire to reach out to his wife and children in the afterlife gave the sword the ability to bind the souls that it tears from the bodies of it's victims. This legendary sword grants Shisui a mild boost in strength while being used and carries the wind affinity.

This concussive blast can throw the opponent ten feet per rank of the parent technique used.

β€’ Soul Slashing: The wielder spends an S+ rank amount of stamina to execute a slashing motion toward the opponent. Doing so releases a wave of force infused with vengefulness of the spirits sealed by the Soul Keeper ability of Onibi. The wave expands from the blade outward, totaling two-hundred [200] feet in diameter and passes through all physical obstacles in its path for up to fifty [50] feet along its trajectory. This wave of force has the same passive speed DR as the wielder. It inflicts no damage, but it does remove 2 stamina from everything caught in it's path per soul bound to Onibi. The reserves removed are dissipated and do not transfer.
