I believe he stayed behind becuase I think he thoughtTetra and Link would find a better Hyrule and that I think he felt guilty about the old Hyrule... I forget, it's been awhile since i've played the game.
Question: In Majora's Mask, who are the four major bosses and name what temple they were in.

Answer: Woodfall Temple, Odollwa, Snowhead, Goht, Great Bay Temple, Gyorg (such a pain), Stone Tower Temple, Twinmold. Went through and had to fight all those stupid bosses AGAIN @_@ ok, now Question: Where would you find someone who says, "It's a secret to everyone..." in TP?

reply to Ryuzo: not exactly what i looked for, i can say you're right. but the one i was looking for was the stain glass in Wind waker in the master sword chamber. you look around in that room and you will find stain glass art of every sage in Ocarina of time, including Saria. that was an appearence. also, another answer for your question, toon link says "meow" when your sneaking up on that girl.
answer to Rukario: hmmm...this one took me awhile to think about, but then it rung. its the goron in the goron shop on the balcony. it was a common quote in the first zelda game when moblins in secret caves gave you money...oh crap the secret is out!

The King of Hyrule stayed behind because the world above isn't Hyrule, it's their world and he wanted to watch over his Kingdom. ^w^
