I think the whole limiting the amount of techniques one can have per rank is a stupid idea.

i think that for genin at least...d rank jutsus should be unlimited. those a genin is expected to know. above that then either you limit how many they can know or they have to have someone teach it to them

Genin are fully capable of coming up with their own techniques. Just because they are the lowest on the totem pole does not mean that they need everything taught to them.

Tonight is the night we become great!The Stars will show us the way! I was personally fond of the starting with nothing. It made you have to work to better yourself. I am not saying that they should not have to work for their techniques, but I don't think that there should be a limit to how many techniques that they work for. Having more techniques should be a reward for training/roleplaying. Of course, the level of techniques should be limited, as Genin surely don't know techniques that higher ranks know (even if the the manga/anime says otherwise).

We should allow ten eight jutsu to each Genin to begin with. They must all be within the rank and elemental parameters. There is a conflict in the rules for the Jutsu learning system. It says that Genin are allowed to learn up to C rank jutsu alone when they are receiving jutsu from Chunnin or higher. We should let Genin learn jutsu themselves but only up to a certain rank. If they want to learn higher jutsu, they must either be taught, which overrules the rank requirements for the jutsu, or the Genin must rise in rank in order to learn the jutsu himself.

Why limit the number of jutsu in the first place? There shouldn't be a limit to how many they can learn. If they can learn up to C-ranked jutsu, then they should be able to learn as many techniques as they want within the ranking parameters.

NO Genin should start out with more than 4 jutsu, though I agree with Mana in believing that No Jutsu at all is better. As for Limits, I wasn't aware there was a limit to what we can learn. There's a limit to what we can CREATE, yes, but learn? I'd like to read that rule, cause I don't remember seeing it.

I would like to see your logic/reasoning behind why you think that no Genin should start out with more than four jutsu. That's just stupid. And extremely limiting. But having no jutsu at all is even more stupid. I don't know where you people are getting your backwards reasoning for why things are the way they are, but I will continue to protest them as long as need be.

Because the point of this guild is to earn what you have. Having someone start as a genin with 10 jutsu or so? That's ridiculous, since then there really isn't any point in training. Why, when you already have so many? It's the point that we force everyone to learn what they want to learn, not start out with everything.
I'm willing to go as far as 4 Jutsu, but no more. That gives them a place to start off, a genjutsu, an elemental ninjutsu, and perhaps some Taijutsu. But anything else they need to train to learn.

I ell-oh-elled. This whole time you guys made it sound like you wanted to limit the number of jutsu that any one shinobi could have - ever. Sure, they have to earn them, but in no way should we limit them to a certain number. I hope none of you thought I was proposing that they already know whatever jutsu they add within the rank and elemental constraints. I'm all for having them earn the jutsu.
However, I do believe that there should be less strict rules on learning D-rank jutsu for Genin. The process to learn them is tedious and annoying. Especially if they are able to learn C-ranked jutsu. Spending X number of posts training to learn something as stupid as spewing a syrupy liquid at your opponents is, in a word, retarded.

I think the numbers should be different for each rank, if they aren't already. D-ranks are the easiest to learn other than E-ranks, but C-ranks should be harder. And each rank should become easier when your personal rank increases.
