Well, in my old Guild, the villages were separated into two alliances: Fire and Thunder. Kiri, Oto, Kusa, and Kumo were of the Thunder, and Konoha, Suna, Taki, Ame were of the Fire. Iwa was neutral for some reason. And every time the Chuunin exams were held, whatever village they were being held in determined what Kages would judge the exams. So, if Konoha were holding them, then the Kages of Suna, Taki, and Ame were judges along with the Hokage.
It was an effective way to choose who judged what.

Tonight is the night we become great!The Stars will show us the way! It does sound quite effective, and we do have alliances forming about.
Granted, we don't have Amegakure, nonetheless...
Where the hell is my anbu? Hell... I'm missing my village. XD
Here's hoping Venny shall return with Suna to Suna.
I just recently bought myself the Compass of Seidh. Somethin' to sell, and it should be worth a pretty penny.
