__ Kenshin continued working on the documents he was assigned to and periodically added signatures to the pile that required them that Toso was creating. He was becoming steadily more efficient at completing the documentation and had a system developed. He steadily worked Toso's completed forms into his system so that he was operating as a well-oiled machine of bureaucracy. He was unnerved as always by the tentacles that were now extending towards file cabinets and the like. Kenshin spoke up after his earlier remark about flattery. "I don't flatter, it's a fact that you were essential to the mission." His words were biting even in the midst of paying a compliment. When Toso began to reminisce of times past and old allies Kenshin felt his heart nearly stop. "Ada..." He whispered under his breath with the possibility that Toso might be able to hear it because of his sitting in close proximity. He imagined that his old KPD comrade, Ada Rio-Kyuri was a member of Shiro's imperial guard by now while Kenshin had to move to help establish Arashigakure. Ada was the most law-abiding, dutiful, while simultaneously virtuous person he had ever met. He cleared his throat as if to dismiss his own longings. The lovelorn sentinel had all but trembled in that instance. He then thought back to his first real friend, Selina Rosewater, the one who introduced him to the police force to begin with. He wondered what became of her, but their friendship was forged in the flames of war with a durability of steel. He could only hope to see her again. "No, I prefer to work alone or with subordinates." Kenshin decided to cut the conversation off early. While this statement was not a lie it was also not accurate to say that he did not miss his old comrades from Kumogakure. "How'd you learn to become competent in fuuinjutsu? I never got the hang of it." He stated as he continued to swiftly squiggle out his signature on the forms.

"Still, it can't help but be said bloop. Working alone in said sense, well, must get lonely." despite the comment there was no notion that it was stated as a question expectant of a response. In a sense perhaps it was a statement that implied a mutual understanding, the understanding that opting to work alone was indeed, lonely, and that Toso has experienced said loneliness and perhaps Kenshin and him could connect somewhat there. Even if Kenshin wasn't one to to wear his thoughts on his sleeve...but thinking about it, neither did Toso. [4]

He'd pick up on Kenshin's inquiry then as his head returned to respond. "I did what I loved. bloop." it was short and sweet though lacking in context. He'd continue once his head firmly affixed itself back on his shoulders. "I was born colorblind, but since seeing the first painting my mother drew for me, and the things she drew that brought smiles to my island. I knew then I wanted to be an artist. Ah, but I'd be lying if I said it was all easy" He'd recall being trapped under a tree at one point he'd cut down to be sealed, and the very same tree after being summoned almost crushing him whilst simultaneously tidying the stacks and papers. Toso's voice would then drift somewhat as the formerly well paced tentacles slowed down somewhat. [5]

Having multi-tasked sorting and speaking the filing cabinet would close slowly signifying completion. Toso would laugh to himself as he turned around towards Kenshin and pouring himself a cup of tea and then refilling Kenshin's. "What of you Captain. Has the thought of settling down ever crossed your mind? Perhaps you've eyes on a special someone bloop?" Was he a squid or a spider? An intricate web Toso had weaved fully knowing that 'something' was up earlier when he had heard Kenshin, but rather than be upfront about it he had bided his time to make the inquiry come up in natural conversation. Of course Kenshin could play the professionalism card and Toso would be fine with that but like a clam his tentacles were slithering into the shell that was Captain Kenshin Kosei. Having opened up to him perhaps he would open up to Toso. Even if ever so slightly.

From the Gust District Yuno made her way to the spire. After the rather obnoxious climb all the way to the top she found herself in the lobby of the kage's office yet again. The door to the main office was obscured but she heard muffled voices. More than likely something was going on inside. She sighed before looking around to find a receptionist. After eventually spotting them she walked up and cleared her tiny little throat. "Kenshin told me to report here after I dealt with some vandalism in the marketplace. It's done." Her voice bore a hint of irritation in it. She didn't like being summoned here only to need to wait in the lobby like some kind of nobody. She'd have barged in but something told her that Kenshin would have been made well aware of her approach thanks to his obnoxious cronies in the police. Either way she now had to contend with the onset of such feelings while she awaited a reply and or admittance to the office.
__ The captain was then perplexed by the man's head extending. "Why am I surprised every time?" Kenshin could not help but feel perplexed with every occasion of Toso using tentacles, extending his head, or whatever other monstrosities. He finished his cup of tea in an effort to calm his nerves. When he answered his question about how he became competent in fuuinjutsu he found that there was a nugget of commonality his story that was identifiable to him. For all these years, Kenshin just wanted to prove to others that he was a righteous man of the law and to quiet his own self doubt. When his finished cup was freshened by Toso Kenshin grabbed it with his left hand and took a sip. He was so accustomed to consuming gallons of black coffee each day that he dramatically heightened his heat threshold. When Toso asked him if there were someone in his life Kenshin spat a little bit of his tea back into his cup and coughed. "So he did hear me." Kenshin's white eyes looked over at Toso and away from the monotonous mountains in the form of pages. No one had ever been bold enough to ask him personal questions like that. Rage boiled within him when his shell was breached and it showed in a twisted expression on his face, but he did not know how to respond. In this moment, he was reminded of when Lord Jay suggested to him that he consider settling down with a family for the sake of not burning himself out. His anger began to settle as he supposed that it was admirable of Toso to even ask or attempt to get to know him personally. Kenshin was always one to walk into a room and watch laughter abruptly die. He would never lie and say that he had not thought of finding someone. In fact, that would be a Goliathan lie because of his cultivated love towards Ada over the years. He cleared his throat now that the mild choking subsided. "Love is poison to duty and honor. How would I be able to serve justice, administer to citizens, and uphold the law when my head's in the clouds? Or worse, I bring somebody in close in my life and put them in danger or choose her over what is just? Lives depend on my ability to never yield." He spoke with confidence as if he already knew the answer but in a way it was a cry for help that he was too proud or stubborn to reveal in earnest. These words were rehearsed in his head so many times in an indefatigable war that could never be won between him and his affections for that woman. The thought of her dancing, blowing out candles, reading, it was all so intoxicating. He knew there was no other way than to deny that to himself so that he could serve the village and give the citizens the right to pursue happiness. After a moment, he returned to his paperwork and tried to drown his attention into Jeon's incomprehensible penmanship.
When Yuno walked up the stairs of the Spire and reported to the receptionist. "Oh yes, of course, Miss Yuno." She gave Yuno her allotted ryo for the completion of her mission. The secretary spoke with reverence towards the Arashikage's daughter as if she were royalty. "Would you like another mission? Captain Kosei has already prepared a list of missions he has pre-approved for you to take on." The office worker then handed the clipboard to Yuno for her to make a choice. Kenshin was truly running this office like clockwork and was expecting the office staff to work their fingers to the bone just as he was.

At the same time a statement in short that was also a strike, as if to say that were Kenshin to deny this it would be accepting he didn't have the salt to do both despite his several contributions and challenges he'd already overcome. Due to Toso's constant tone of voice it carried both these negative and positive connotations.

It was merely coincidence that Toso brought up the earlier comparison, but it certainly made him seem like he knew more than he was letting on. Even though that was completely not the case. He gave Kenshin a nod signifying that he was feeling as though he were overstaying his welcome. "Ah, well I've taken up enough of your time already. Less you've need of me for any mission particular best we part ways. bloop. Perhaps Kenshin would have found nuggets of wisdom in the mans words, looking past all the bloops. Toso was certainly something, as to what that something was, hopefully it was more than the degenerate who couldn't even pronounce his name when they first met. He'd await a response from the captain before he plotted his course.

Yuno's brow furrowed as she looked over the list. It was all just more community service horse s**t. Damn that irritating man. Well if she must proceed by wallowing in boring jobs a civilian child could perform than so be it. Eventually she'd be granted a real mission right? Besides if it kept Kenshin off her back than it wasn't wholly horrendous. "Let him know that these tasks will be handled." With that she left for what would probably be several weeks worth of missions. [Exit]
__ The acting village leader did his best to focus and march on with his office duties entangled in red tape, but his attention was constantly seized by Toso's elaborations. Perhaps he was not as foolish as Kenshin once believed, but he was still incredibly odd in ways that he was not comfortable with. The jagged nature of his compliment of Kenshin's ability to take on the eight-tailed beast was lost on him but he did feel tempted to concede the point in that moment which terrified him. This terror was then amplified by his startling allusion to the imperial guard. His mouth gaped open for a moment until he asked for a mission. "Ah, yes." Kenshin cleared his throat again before rummaging through the stacks of papers until he found the latest police reports. "There's a highly dangerous drug gang holed up in the caverns near the Monsoon Temples. My officers are stretched thin enough as it is, but you are permitted to take up to three officers with you at your discretion. Approach with caution, but use any means necessary to clear out that nest of vipers." Kenshin gave the order as well as a copy of the police report with all of the data the squid man may need.

tab Toso would recieve the police the report in an antiquated manner. Likely thinking Kenshin had see his fair share of enough Mr.Fantastic for one day. Opening it Toso would glance and skim. "This is indeed quite disconcerting." Closing the file his coat would appear to 'eat' it as he made a single hand sign. "Though understandable, not many have taken the transition into Arashigakure from what was once Kumogakure with opening arms. bloop. I'll prioritize capturing them alive. Though should it come to pass that any means necessary becomes necessary." Toso's four tentacles manifested themselves each having distinct needle like points of ink as oppose to their usual nubby appearance as they all for the moment glinted with the readjustment of his glasses as Toso gave off that chilling librarian vibe. "Will try to make it quick and painless...Oh...my apologies Captain." He'd say his tentacles having taken the impromptu offense of which he just noticed signifying their summoning wasn't intentional as they all with withdrew. "I'll see to it that it gets done bloop." With that reassurance Toso left the office as another secretary came in dropping more papers on Kenshin's desk. ~exit

Yuno was unusually quiet during her time with Toso, she said nothing on the way to the office and generally avoided looking at him. Part of that was from fear, part of that was from wallowing in her own thoughts. Now she stood dutifully next to him waiting for whatever the hell was coming next. She knew that mission hadn't gone smoothly and now she was probably going to get blamed for it. Even though it was really the fault of those two bumbling police officers. First for dropping the mission info, and second for not pulling their weight.

It was not like Toso to intrude impolitely so he knew that the matter must be prudent and involved his recent assignment. He quickly stood from his seat and walked towards the door to answer it himself. When Toso finished his statement Kenshin was respond. "Then discuss it." He was ready to handle any matter that required his attention. He briefly tilted his head down to see Yuno standing next to him. What in the blazes was she doing here? He could hardly imagine the reason and would prepare to listen to Toso once he made eye contact with him again.

At the same he would look down at Yuno with implication that she was to join him in the room. Standing in front of Kenshin's or rather the Arashikage's desk Toso would breath in then out. Then readjust his glasses. "The mission was to a certain degree a success. The occupants of the cavern have been dealt with and a 'clean up crew.' Is handling the contraband. However, it did not go as smoothly as intended. bloop." He'd look to Yuno once more but quickly return his gaze to Kenshin. "Lady Yuno arrived on site unexpectedly, and unintentionally provoked the full force of the gang. I don't think you need me to tell you the weight carried by such an occurrence. Especially in the Arashikage's absence."

What would Jay and Jeon have done to him when he was given the order to 'watch the kids' and in this instance Yuno may have very well been gravely injured let alone died. Even though, Toso understood. Kenshin was stretched thin and spending resources to babysit, was likely the bottom of his priorities if you have a trust that the individuals to be babysat would behave themselves. Though Yuno was uninjured, at least physically, something to be said for Toso and perhaps even Yuno as the squid man would cut through whatever Kenshin planned on scolding before he could if he did plan on saying anything right now. "Despite that. bloop." Toso would sigh. "Lady Yuno showed a surprising level of competence when it came to analyzing and responding to the situation. Although her presence compromised the mission in more ways than one." Looking to Yuno once more a calmer smile this time than the one she'd received before. "She's shown to me a capable shinobi, though reckless." Two of Kenshin's officers were placed into medical treatment based on the report. One more than the other close to death. Yuno's arrival linked to the currently unconscious officers misplacing of intelligence. Suffice to say there were many faults here. Kenshin for simple accidental ignorance, Yuno herself for recklessly abandoning her current missions in favor of reckless abandon, and the officers for accidental loss of intel. It was beneficial that Yuno was uninjured otherwise Toso, even if it was impossible for him, would be at fault for being too weak.

Toso wasn't saying anything, but it was somewhat implied, Kenshin currently had the ability to sweep this whole thing under the rug. But would the man of honor even be able to do so? On the other end the weight of the Arashikage reviewing the report would be piling atop him. In short thanks to Yuno it would be a report displaying an incompetence of the police force and to a degree his own.

He stood straight still speaking to her but giving her the space to collect herself should his closeness have made her uncomfortable. "I'm certain in due time, you'll amass enough strength that you will be assigned missions like today's, and while it might seem troublesome every mission you do no matter how small is a contribution to this village and a contribution to growing in both mind and body." He'd nod to Kenshin. It was time for him to take over. As Toso would exit the office. If he was going to play a possible bad cop, Toso had fulfilled his duty of being Good cop. __ Kenshin was furious and would not utter a single word while Toso informed him of the mission and chastised Yuno. When he received the report he read it in its entirety roughly three times in an attempt to soothe his own anger. He clenched his teeth in an attempt to subdue his boiling rage. When Toso left the room Kenshin would immediately speak in his place. "In one day you managed to disobey my orders, nearly get yourself killed, and almost caused the failure of an important security mission." Anger was seething from his words in a slow burn. "You've spent your whole life doing whatever you wanted because of who your family is. Time and time again you either get away with it or you're rewarded for it because no authorities in this village will ever punish Lord Arashikage's daughter. You're not longer an academy student, you're a genin and a member of our army. Insubordination can mean life or death for yourself, your comrades, and the citizens. For this act of gross insubordination, you'll be treated the same as any other genin would in this situation." Kenshin immediately called in two of the police officers who were in the building and wrote down an order before stamping it. His pale eyes looked up and stabbed into her once the two officers arrived. "Son Yuno, for gross insubordination I, Captain Kenshin Kosei adviser to the Arashikage and acting village leader, sentence you to one week in the juvenile detention center in the CORE Compound." The police officers were startled as they knew exactly who Lady Yuno was but were forced to follow their leader's orders and swiftly acted upon them. One officer moved to place handcuffs on her wrists and adjusted them to the smallest setting. The other officer blocked the door to prevent the possibility of exiting. "The lectures don't seem to be getting through to you but maybe a week in juvie will straighten you out." Kenshin said as he watched the officers perform their duty.

After some time had passed, Kojiro would arrive at the office as the female who had approached his teacher in such an...unorthodox manner was to be escorted out by other officers. Kojiro would stand at attention near the entrance and await Kenshin's permission to enter. He had completed his training and was ready to begin his career as a hero!

This additional lightning element added to the technique reduces the opponent's speed by a slight amount [1] per contact made between the technique and the target per rank of the technique.
Yuno nervously joined Toso in the room. It was hard standing next to one of her biggest fears like this. A test of her bravery if you would. As he began to speak she felt somewhat at ease, the mission was a success. Her first real mission was a victory. Still she didn't really understand what Toso meant by the weight of it. Even while surrounded by death the thought of her own mortality hadn't crossed her mind, she was twelve and simply didn't believe such a thing was possible. Neither did she possess the capacity to understand the feelings of a parent, though some might say her father could even be proud of her for being on such a dangerous mission. Only time would tell.
As Toso continued she couldn't help but smile to herself as he complemented her ability to properly react to a given situation. However that smile quickly reversed course when he blamed her for how the mission went. It didn't come back when she was labeled as a capable shinobi either. Right now more than anything she wanted to speak up to tell her side. Especially when Toso said he'd leave her punishment to Kenshin. She didn't understand why she should be punished at all. She'd saved Toso's life and come out unscathed. Not to mention the mission was a success so what was the problem?
It was then that Toso addressed her directly. She froze up, her eyes looked down at the floor so as to avoid looking upon his face. His words confused her, she didn't understand anything about grief or the idea of her parents being sad. She couldn't even consider it really, Yuno had no sense of empathy. Still he did leave her with good solid practical advice. A shame that it wasn't going to have a chance to sink in thanks to what was coming next.
Kenshin's words turned her frown into a scowl. She'd come nowhere close to death. Or at least so she thought. No doubt in an extended fight she would have lost but in any case she could have simply run for help if things got really bad. Disobeying his orders? She'd found new ones actually. Finally the mission was a success. His words about doing whatever she wanted rolled right off her ego. To her it was only natural that she do as she pleased. "You can't be serious" she protested suddenly and without thinking. "I saved his life and you want to put me in prison?" Tears began to roll down her cheeks as her frustrations boiled over. However she didn't try and resist the officers nor did she try to run. Yuno was escorted out without further incident. [Exit]
